Some reflections on the epistemological analysis of educational policies

Resumo: Abstract: This article reflects on research in educational policies and presents the approach of epistemological analysis of educational policy, which provides tools both for producing knowledge around studies on educational policy and for guiding researchers developing studies on educational policy. First, the text conceptualizes educational policy as a practice of government, within a neoinstitutionalist approach, since it sees education policy as the set of decisions made by the public power on education, according to an agenda defined amid tensions and conflicts arising from the demands and interests of different sectors of the state and society, organized into social classes and interest groups. Next, it briefly contextualizes the development of the theoretical field of educational policy. Finally, it explains not only the conceptual and methodological tools that the approach of the epistemology of the educational policy provides the studies of the area with, but also some epistemological approaches that underpin the analysis of public policies.   Keywords: Educational policies. Epistemological analysis.Resumen: El artículo constituye una reflexión sobre la investigación en políticas educativas con el objetivo de presentar el enfoque de análisis epistemológico de la política educativa, que proporciona herramientas, tanto para la producción de conocimiento sobre los estudios en el campo de la política educativa, como un conjunto de orientaciones para el investigador en el desarrollo de una investigación en política educativa. El texto se desarrolla, en primer lugar, buscando conceptualizar la política de educativa como una práctica de gobierno dentro de un enfoque neoinstitucionalista, ya que comprende que la política educativa corresponde al conjunto de decisiones tomadas por las autoridades públicas en relación con la educación, pero cuyo orden del día es definido en un contexto de tensiones y conflictos provenientes de las demandas e intereses de los diferentes sectores de la sociedad y el estado, organizados en clases sociales y grupos de interés. A continuación, el artículo proporciona un breve contexto del desarrollo del campo teórico de la política educativa para elucidar finalmente, las herramientas conceptuales y metodológicas que el enfoque de la epistemología de la política educativa permite en relación a los estudios en esta área y algunos enfoques epistemológicos que sustentan los análisis de las políticas públicas.   Palabras-clave: Políticas educacionales. Análisis epistemológico.Resumo: O artigo constitui-se em uma reflexão sobre a pesquisa em políticas educacionais, tendo por objetivo apresentar a abordagem de análise epistemológica da política educacional, que fornece ferramentas tanto para a produção de conhecimento em torno dos estudos realizados no campo da política educacional, quanto para orientar o pesquisador no desenvolvimento de uma investigação em política educacional. O texto se desenvolve, primeiramente, buscando conceituar a política educacional como uma prática de governo, dentro de um enfoque neoinstitucionalista, por entender que a política educacional corresponde ao conjunto de decisões que o poder público toma em relação à educação, cuja agenda é definida num quadro de tensões e embates provenientes das demandas e interesses de diferentes setores do estado e da sociedade, organizados em classes sociais e grupos de interesses. Em seguida, o artigo foi organizado de modo a apresentar um breve contexto de desenvolvimento do campo teórico da política educacional para, finalmente, explicitar não apenas as ferramentas conceituais e metodológicas que a abordagem de epistemologia da política educacional permite aos estudos da área, mas também alguns enfoques epistemológicos que fundamentam a análise de políticas públicas.   Palavras-chave: Políticas educacionais.
