SCHOOL EDUCATION OF ADOLESCENTS WHO HAVE SERVED A SOCIO-EDUCATIONAL MEASURE IN DEPRIVATION OF LIBERTY: PATHS AND DETOURS (2016-2019)

Resumo: This  study proposes, based on school enrollment, to identify whether there was recidivism in the commission of an infraction by adolescents and young people who served a socio-educational detention measure in a Socio-Educational Unit in Montes Claros-MG. To this end, historical research was carried out, through a documentary survey and data from the Minas Gerais Education System (SIMADE) (school transfer verification) and consultation of sources from the State School of Elementary and Secondary Education (2016 to 2019), duly substantiated by bibliographical research. Once the data had been analyzed, a semi-structured interview was conducted with adolescents and young offenders from the socio-educational system in the city of Montes Claros-MG. From the data collected from SIMADE, it can be seen that between 2016 and 2019, 431 adolescents were enrolled in the school that operates within the Montes Claros Socio-Educational Unit. It can also be seen that 150 adolescents were in the 6th grade of elementary school (34.80%), with a dysfunction between their age and the grade they were in at the time of admission. From the adolescents' speeches, it can be seen that the schools in the regular education system have failed to comply with Resolution no. 03 of May 13, 2016, by refusing to enroll those who have left the socio-educational system. The Undersecretary for Socio-Educational Measures must articulate with the State Department of Education to ensure that those who have left the system are taken into regular schools after their socio-educational internment measure is lifted.

Es una investigación histórica, con levantamiento documental de datos del Sistema Educativo de Minas Gerais y en la escuela de transferencia. Consultadas las fuentes de la Escuela Estatal de Educación Primaria y Secundaria- entre 2016 y 2019-, fundamentado en investigaciones bibliográficas. Tras analizar los datos, se aplicó entrevista semiestructurada a los adolescentes y jóvenes reincidentes del sistema socioeducativo de la ciudad. Datos obtenidos los del SIMADE evidencian que entre 2016 y 2019, 431 adolescentes estuvieron matriculados en la Escuela  de la Unidad Socioeducativa Montes Claros Se pudo observar que 150 adolescentes cursaban el 6° grado  (34,80%), con diferencia entre la edad y el grado cursado al momento del ingreso. Los testimonios de los adolescentes revelan el  incumplimiento por parte de las escuelas del sistema educativo regular de la resolución no. 03 de 13 de mayo de 2016, al negarse a recibir la inscripción del egresado del Sistema Socioeducativo. Es necesario que la Subsecretaría de Asistencia a Medidas Socioeducativas coordine con la Secretaría de Educación del Estado, que egresados ​​del sistema sean acogidos en las Escuelas Regulares al  salir  de la medida de internamiento socioeducativo.O presente estudo propõe, a partir da matrícula escolar, identificar se houve reincidência no cometimento de ato infracional de adolescentes e jovens que cumpriram medida socioeducativa de internação, em uma Unidade Socioeducativa de Montes Claros-MG. Para tanto, foi realizada uma pesquisa histórica, através de levantamento documental e dados do Sistema Mineiro de Educação (SIMADE) (verificação escola de transferência) e consulta a fontes da Escola Estadual de Ensino Fundamental e Médio (2016 a 2019), devidamente fundamentada pela pesquisa bibliográfica. Depois de analisado os dados, foi aplicada entrevista semiestruturada aos adolescentes e jovens reincidentes do sistema socioeducativo da cidade de Montes Claros-MG. A partir dos dados levantados do SIMADE, pode-se verificar que entre o ano de 2016 a 2019, 431 adolescentes foram matriculados na Escola que funciona no interior da Unidade Socioeducativa de Montes Claros. Ainda pode-se verificar que 150 adolescentes estavam cursando a 6ª série do ensino fundamental (34,80%), havendo uma disfunção entre a idade e a série cursada no ato da internação. A partir da fala dos adolescentes pode-se verificar que há um descumprimento das escolas do sistema regular de ensino para com a resolução nº. 03 de 13 de maio de 2016, ao negar receber a matrícula do egresso do Sistema Socioeducativo.
