EVALUATION OF MANAGEMENT DEVELOPMENT PROGRAMS AT THE UNIVERSITY OF CAMPINAS (UNICAMP)/BRAZIL FROM 2004/2017

Resumo: | This article aims to explore and discuss the perceptions of different administrative and management staff who took part in Corporate Education Programs between 2004 and 2017 at the University of Campinas (UNICAMP)/Brazil, including the contributions of these participants to the modernization of management and professional services at the university. Seeking to explore the motivations and contexts behind each program over the period under study, this research was undertaken combining quantitative and qualitative elements through: documentary analysis around the history, context and strategies for administrative staff’s professional development programs at the university over 2004-2017; a questionnaire for the programs’ participants; and interviews with the designers of the programs and with the university’s senior management. To ground this study, we also employed the concepts of ‘Corporate Education’ proposed by Éboli et al. (2010), Allen and McGee (2005), and Meister (1999), and of ‘Outcome Evaluation’ in light of Kirkpatrick and Kirkpatrick (2013), all widely used in the design of administrative staff’s professional development programs. Findings from this exploratory case study show identified different concepts of corporate education in the guidelines and actions planned for the programs, including some weaknesses, especially in relation to the monitoring and to the effective evaluation of these program’s results. However, even though some expected planning stages were not carried out in the case of these programs, we believe that such programs were an important milestone for the professionalization of the participant administrative staff, contributing to the promotion of modernization of the university’s management in the period under study. |

Buscando investigar las motivaciones y contextos de cada programa, esta pesquisa se basó en elementos cuantitativos y cualitativos a través de: análisis de documentos acerca de la historia, contextos y estrategias para el desarrollo profesional del personal administrativo en la universidad entre 2004-2017; cuestionario para los participantes em estos programas; y entrevistas con los creadores de estos programas y con los gerentes en la universidad. Para fundamentar este estudio, también empleamos los conceptos de ‘Educación Corporativa’ propuestos por Éboli et al. (2010), Allen e McGee (2005) y Meister (1999), y de ‘Evaluación de Resultados’; propuesto por Kirkpatrick y Kirkpatrick (2013), todos ampliamente utilizados en el diseño de programas de desarrollo profesional del personal administrativo. Los resultados de este estudio de caso exploratorio señalan que diferentes conceptos de educación corporativa pueden ser identificados en las directrices y acciones planificadas para los programas, incluyendo algunas debilidades, especialmente en relación con el seguimiento y la evaluación efectiva de los resultados de estos programas. Sin embargo, aunque en el caso de estos programas no se llevaron a cabo algunas de las etapas de planificación normalmente esperadas, creemos que dichos programas constituyeron un hito importante para la profesionalización del personal administrativo participante, contribuyendo a impulsar la modernización de la gestión universitaria en el período investigado.Este artigo tem como objetivo analisar e discutir a percepção de diferentes atores dos Programas de educação corporativa voltados aos gestores e gerentes da Universidade Estadual de Campinas (UNICAMP) implementados no período de 2004 a 2017 e as contribuições dos seus participantes para a modernização da gestão universitária e para a profissionalização dos serviços oferecidos. A pesquisa baseou-se em análise documental sobre histórico, contexto e estratégias de desenvolvimento dos servidores da Universidade no período estudado, em aplicação de questionário para obtenção da percepção dos participantes sobre os Programas e em entrevistas realizadas com seus idealizadores e com a alta administração da Universidade, visando compreender as motivações e os contextos de concepção e implantação dos diferentes Programas do período. Para isso, utilizamos os conceitos de educação corporativa propostos por Éboli et al. (2010), Allen e McGee (2005) e Meister (1999) e de avaliação dos seus resultados, de Kirkpatrick e Kirkpatrick (2013), amplamente utilizados na concepção de programas de desenvolvimento de colaboradores. A pesquisa, que combinou elementos quantitativos e qualitativos, em um estudo exploratório do caso da UNICAMP, identificou diferentes conceitos de educação corporativa nas diretrizes e ações planejadas para os Programas, identificando também algumas fragilidades, especialmente no seu monitoramento e na avaliação efetiva dos seus resultados.
