Human rights and right to health of MST rural settlements dwellers

Resumo: | In Brazil, the challenge to guarantee the exercise of rights is impaired by deep social inequalities, which weaken not only the guarantee of rights, but also the implementation of public policies that can address the demands of the population. In the case of the rural population, the profound contrasts in the distribution of land, resources, and access to services make residents of rural settlements face precarious conditions for survival. This article is a review of the strengths and weaknesses that members of the Landless Rural Workers Movement (MST) present for the exercise of human rights, especially the right to health, based on references located in LILACS, SciELO, Embase, Scopus, CINAHL, PubMed, Web of Science and ProQuest. Eight articles were analyzed and three main categories were identified: i) Struggle for rights and party interests; ii) Right to education and education in rights, iii) Where to exercise social control in health? The results showed that the defense of their rights sometimes collides with political party interests; however, the focus on education indicates strong potential in the defense and expansion of these rights. With regard to the right to health, members of the movement still present contradictory positions in relation to formal spaces of social control in health. |

En el caso de la población vinculada al campo, los profundos contrastes en la distribución de la tierra, los recursos y el acceso a los servicios hacen que los habitantes de los asentamientos rurales enfrenten precarias condiciones de sobrevivencia. Este artículo es una revisión sobre las fortalezas y debilidades que presentan los integrantes del Movimiento de Trabajadores Rurales Sin Tierra (MST) para el ejercicio de derechos humanos, en especial el derecho a la salud, a partir de referencias ubicadas en LILACS, SciELO, Embase, Scopus, CINAHL, PubMed, Web of Science y ProQuest. Se analizaron ocho artículos y se identificaron tres categorías principales: i) Lucha por derechos e intereses partidistas; ii) Derecho a la educación y educación en derechos, iii) ¿Dónde ejercer el control social en salud? Los resultados mostraron que la defensa de sus derechos, en ocasiones, choca con intereses políticos partidistas; sin embargo, el enfoque en la educación indica un fuerte potencial en la defensa y ampliación de estos derechos. En cuanto al derecho a la salud, los integrantes del movimiento aún mantienen posiciones contradictorias en relación a los espacios formales de control social en salud.No Brasil, o desafio para a garantia do exercício de direitos esbarra em profundas desigualdades sociais, o que fragiliza não somente a garantia de direito, como também a implementação de políticas públicas que possam sanar as demandas da população. No caso da população ligada ao campo, os profundos contrastes na distribuição de terras, de recursos e acesso a serviços fazem com que moradores de assentamentos rurais deparem-se com precárias condições de sobrevivência. O presente artigo é uma revisão sobre as potencialidades e fragilidades que membros do Movimento dos Trabalhadores Rurais Sem Terra (MST) apresentam para o exercício dos direitos humanos, especialmente do direito à saúde, a partir de referências localizadas nas bases LILACS, SciELO, Embase, Scopus, CINAHL, PubMed, Web of Science e ProQuest. Foram analisados oito artigos e identificadas três categorias principais: i) Luta por direitos e interesses partidários; ii) Direito à educação e educação em direitos; iii) Onde exercer o controle social em saúde? Os resultados evidenciaram que a defesa de seus direitos esbarra, por vezes, em interesses político-partidários; porém, o foco na educação indica forte potencial na defesa e ampliação desses direitos.
