In the category of theoretical essay, the purpose of this article is to deepen the discussion about the categories of Rights and Citizenship at a time when these have become increasingly banal, in both "political-academic" discourse and in media discourse. The article is based on the presumption that these categories constitute important mediations in the construction of social transformation, because they engender historic conquests, which, when materialized, allow the satisfaction of human needs and the expansion of Citizenship. A clear understanding of their conceptual meanings allows identifying the paradigmatic perspective of different social and professional projects. This is important because in historical terms, the meanings do not refer to a consensus in those discussions at the foundation of, and which justify, the modern State. This debate incorporates the theme of basic human needs, which currently is understood as a justifying concept of social-economic Rights, in the sense that social protection only takes place through the materialization of these Rights in the realm of the State.
