Youth and adults’ construction workers: relations between education demands and work

Resumo: This article presents a study that analyzed the formation demands - for work and basic schooling - of the youth and adult workers that labor at the construction sector from the metropolitan region of Florianópolis, Santa Catarina, Brazil, considering their scholar and social profile. It is assumed that the enforcement of scholar education’s right is an essential factor also for the workers laws’ effectuation, as the schooling is fundamental for the comprehension of the norms and laws that guides the labor relationships, in addition to have influence for the reflexion about the concrete reality. The methodological category taken by the study is the historical materialism and an exploratory quantitative and qualitative research approach was chosen, taking bibliographic and documentary sources as research sources. The schooling profile points to the confirmation of the construction industry as a location of potential demands in You and Adults Education, while the social profile of workers raises the issue not only of scholar access, but also of permanence. Data on the supply of schooling in this scholar modality in the metropolitan region of Florianópolis also indicate a great disproportion between potential demand and supply of vacancies. In addition, the perceived lack of articulation between the vacancies offered in Youth and Adults Education and Professional Education arouses great concern, since the social and educational profile of workers points to the need for professional training in addition to raising schooling.

Se basa en el principio de que la realización del derecho a la educación es también un factor esencial para la realización de los derechos laborales, ya que la escolarización es fundamental para comprender las leyes y normas que rigen las relaciones laborales e influye en la reflexión sobre la realidad concreta. Los referenciales teóricos se basan en el materialismo histórico, se optó por un enfoque de investigación cuantitativa y cualitativa exploratoria, tomando como fuentes de investigación: bibliográfica y documental, donde se analizaron datos referentes al perfil de los trabajadores de la construcción civil en la gran Florianópolis, divulgados por los empleadores del sector. El perfil de escolaridad apunta a la confirmación de la industria de la construcción civil como un lugar para demandas potenciales en EJA, mientras que el perfil social de los trabajadores plantea el tema no solo del acceso, sino también de la permanencia. Los datos sobre la oferta de escolarización en la modalidad EJA en la región también indican una gran desproporción entre la demanda potencial y la oferta de vacantes. Además, la desarticulación observada entre las vacantes ofertadas en EJA y Educación Profesional suscita gran preocupación, ya que el perfil socioeducativo de los trabajadores apunta a la necesidad de formación profesional además del aumento de la educación.O presente estudo busca analisar as demandas de formação – para o trabalho e para a escolarização básica – dos trabalhadores jovens e adultos que atuam no setor da construção civil da grande Florianópolis, a partir de seu perfil social e de escolarização. Parte-se do princípio de que a efetivação do direito à educação é fator essencial também para a efetivação de direitos trabalhistas, já que a escolarização é fundamental à compreensão das leis e normas que regem as relações de trabalho e tem influência na reflexão sobre a realidade concreta. Os referenciais teóricos têm como base o materialismo histórico e optou-se por uma abordagem de pesquisa quantitativa e qualitativa de caráter exploratório, trabalhando com fontes de pesquisa bibliográficas e documentais, em que foram analisados dados referentes ao perfil dos trabalhadores da construção civil da grande Florianópolis, divulgados pelo sindicato patronal do setor entre os anos de 2013 e 2018. O perfil de escolarização aponta para a confirmação da indústria da construção civil como localização de demandas potenciais em EJA, enquanto o perfil social dos trabalhadores faz emergir a questão não só do acesso, mas também da permanência. Dados sobre a oferta de escolarização na modalidade EJA na região também indicam grande desproporção entre demanda potencial e oferta de vagas.
