The selection of tutors as a mechanism for translating governmental demands into the logic of Brazilian public higher education

Resumo: In the last decades, Brazil has sustained an expansion of its Higher Education (HE). In this article, we focus in the Open University of Brazil (OUB) policy, which intends to expand the public higher education through distance education. This policy, defined by the Ministry of Education and implemented by Higher Education Personnel Improvement Commission (HEPIC), establishes agreements with public Higher Education Institutions (HEIs) of all over the country. One of the central categories of this policy is that of the tutors, a worker responsible, basically, for the all the teaching-learning relations offered in OUB. We investigated the tutor’s selection notices published by contracted HEIs. We see them as translation mechanisms of the governmental demand for the expansion of the public HE to the logic, values and norms of the internal agents of this level of education, its faculty. With this aim, we dialogue with Bourdieu’s reflections on selection processes and the university field to think about the dynamics of the current expansion policy of public HE through distance education in Brazil.

Foca-se, aqui, na política da Universidade Aberta do Brasil (UAB/CAPES), que trata da expansão do ensino superior público na modalidade de Educação a Distância (EaD). Essa política, definida pelo Ministério da Educação e implementada pela CAPES, realiza convênios com instituições públicas de ensino superior de todo país. Uma das categorias centrais dessa política é a do tutor, responsável, em boa medida, por toda relação de ensino-aprendizagem dos cursos ofertados via UAB. Investigaram-se os editais de seleção dos tutores publicados pelas IES conveniadas. Eles foram lidos como mecanismos de tradução da demanda governamental pela expansão do ES público à lógica, valores e normas dos agentes internos das instituições, no caso, os professores estatutários.
