Resumo: The present research aimed to answer if it is possible to participate in the construction of procedural meritin collective actions, through virtual public hearings, in the context of the network society, in order to enable and expand popular participation. The choice of the theme is justified due to its theoretical, practical and current relevance, specifically with regard to the importance of democraticity in the final provision of merit in collective actions. The solution presented to the problem is the use of virtual space for public hearings, based on the idea of Network Society. The methodology used was theoretical-bibliographic and documentary research, followed by types of thematic, comparative, theoretical and interpretive analyses; the clipping of the theme took place through the use of the deductive method. At the end of this research, it was possible to conclude that the analyzed hypothesis obtained an affirmative result, since virtual tools can prove to be extremely effective mechanisms of democratic participation for the implementation of the contradictory in collective actions, since technology is an increasingly phenomenon. more comprehensive and facilitator of political, social and procedural advances.

A escolha do tema se justifica em razão de sua relevância teórica, prática e atualidade, especificamente no que atine à importância da democraticidade do provimento final de mérito nas ações coletivas.  A solução apresentada para a problemática é a utilização de ferramentas digitais, em especial, a realização de audiências públicas virtuais, com base na ideia de Sociedade em Rede. A metodologia utilizada foi a pesquisa teórico-bibliográfica e documental, seguida dos tipos de análises temáticas, comparativas, teóricas e interpretativas; o recorte do tema se deu mediante a utilização do método dedutivo.
