This article aims to explore in more depth one of the major aspect and more difficult to understanding and systematization in studies on clusters and Local Productive Arrangements (APLs): its forms of governance. We understand that governance in clusters represents a kind of coordination between agents that build in a continuous process of conflict and cooperation pacts and commitments for economic development of local and regional territories. That said, our analysis is based on a set of bibliographic references selected that allow us to analyze the governance of production arrangements in the following aspects: concept, methodologies, public policy and its limitations as a subject of scientific and practical tool for intervention. It is also important to consider the historical, cultural and socio-economic peculiarities of the various manifestations of territorial productive specializations, this study not having a normative character, but prospective and preliminary.
