EXPANSION OF SCHOOL HOURS AND SCHOOL SPACE: PROPOSAL OF THE STATE OF SÃO PAULO(2012)

Resumo: | The original content of this article integrates a doctorate thesis section defended in 2016 that analyzes the recent politics of extension in the school hours and space in Brazil, focusing the Open School Program (PEA)and the More Education Program (PME), their concepts and objectives turned to human development, as well as the political-pedagogical premises that these programs resorted to reach their objectives. In this regard, we also aim to analyze the similarities and divergences of these Programs with contemporary initiatives of extension of the school time and space in Municipal and State school networks. This work brings up the politics analysis result of the extension of the school hours and space in the State of São Paulo instituted by Full-time Teaching Program Guidelines: Full-time School (ETI) (São Paulo, 2012), comparing its political-pedagogical premises with the Delors Report (1998) and submitting them to the critics of authors affiliated to historic materialism. After the research analysis, we considered that in the São Paulo State, the school time and space expansion initiative is in tune with the Delors Report (1998), regarding to its objectives and guiding principles. It was possible to verify the organic articulation of the Secretariat of Education with non-profit organizations, focusing the pedagogical activity on the organic construction of the student’s ‘protagonism’ through the “life project”. |

O conteúdo original do presente artigo integra uma seção da tese de doutorado defendida em 2016 que analisa as recentes políticas de ampliação do horário e do espaço escolares no Brasil, focalizando o Programa Escola Aberta (PEA) e o Programa Mais Educação (PME), seus conceitos e objetivos voltados ao desenvolvimento humano, bem como as premissas político-pedagógicas de que esses programas lançaram mão para alcançar suas finalidades. Neste sentido, buscamos, também, analisar as similaridades e divergências desses programas com iniciativas coetâneas de ampliação do horário e do espaço escolares em redes escolares municipais e estaduais. Esse artigo apresenta o resultado da análise da política de ampliação do horário e do espaço escolares no estado de São Paulo, instituída pelas Diretrizes do Programa Ensino Integral: Escola de Tempo Integral (ETI) (SÃO PAULO, 2012), cotejando suas premissas político-pedagógicas com o Relatório Delors (1998) e submetendo-as à crítica de autores filiados ao materialismo histórico. Após as análises da pesquisa, consideramos que no estado de São Paulo, a iniciativa de ampliação do horário e do espaço escolares está afinada com o Relatório Delors (1998) quanto aos objetivos e princípios norteadores.
