MUNICIPAL PLANNING OF HOLISTIC FULL TIME EDUCATION WITH REGARDS TO THE NATIONAL PLAN OF EDUCATION

Resumo: | The purpose of this article is to investigate the implementation of a holistic education following the concept of full-time schools in municipal context, since all municipalities are supposed to adjust their educational planning to the Brazilian National Plan of Education. This, consequently, also applies for the implementation of full-time education, provided as mark 6 of the mentioned national law. Accordingly to the national law, each municipality has to present its own Plan of Education. This research evolves around the public school system of the municipality of Lagarto – Sergipe, in which the implementation of holistic full-time education was initiated in 2008, with the accession of the Programa Mais Educação. Ever since, the landscape of holistic full-time education is subject to constant and significant changes. A documental and statistical analysis was realized in order to provide a quantitative investigation of the status quo within the respective municipality concerning the offer of holistic education in full-time schools, and to analyze municipal’s educational plan in accordance with the existing indicators of national educational planning. As main result of the research it can be stated that Lagarto is already fulfilling the quantitative outcomes imposed by the National Educational Plan. However, in regard to the profile of those attending the full-time schools, it was revealed that, up to this point, the municipality does not collect any systematic data which could ensure appropriate monitoring. |

Este artigo tem como objeto a implementação da educação integral em tempo integral em âmbito municipal, pois, cada município é chamado a alinhar seu planejamento educacional ao Plano Nacional de Educação. Isso vale consequentemente também para a implementação da educação em tempo integral, prevista na meta 6 da referida lei nacional. Conforme lei, o plano municipal da educação deve ser aprovado desde o 24 de junho de 2015. O universo desta pesquisa é a rede pública de ensino do Município de Lagarto-Sergipe na qual foi induzida a implementação da educação integral em tempo integral, em 2008, pela adesão ao Programa Mais Educação. Desde então se consta mudanças constantes e significativas no panorama da educação integral em tempo integral. Objetivou-se, por meio de análise documental e estatística, diagnosticar o status quo quantitativo da oferta educação integral em tempo integral no referente município e analisar o plano municipal da educação, tendo em vista os indicadores previstos no plano nacional. Como resultados principais revelou-se que Lagarto já está atendendo as metas quantitativas, colocadas no Plano Nacional da Educação. No que diz respeito ao perfil do público alvo atendido pela educação em tempo integral constatou-se, contudo, que o município não está levantando dados sistematicamente para um monitoramento adequado.
