PROGRAMAS ESTRATÉGICOS COMPLEXOS: Análise da Avaliação da Implementação do Submarino Convencional Riachuelo, 2008 a 2018.

Resumo: This article had as research object the construction process of the conventional submarine Riachuelo (S-BR1). The central question that motivated the research was the search for the factors that caused the delay in the launch of the conventional submarine Riachuelo. Consequently, its main objective was to analyze the implementation of the construction process of the S-BR1 Riachuelo, focusing on its conception, evolution and purpose. The research is justified by the strategic importance that this modern conventional submarine represents for Brazil's defense and development. The Submarine Development Program – PROSUB – which emerged from a strategic agreement signed between Brazil and France for the construction of four conventional submarines and the first Brazilian nuclear-powered conventional submarine. As qualitative methodologies applied, it was observed the use of the evaluation method of public policies and complex programs, by Evert Vedung and Pedone, in order to investigate the obstacles and difficulties for achieving the goals of the launch of the S-BR1 Riachuelo; bibliographic review about the strategic concepts of Admiral Vidigal - regarding the political-strategic importance of the submarine for the development of the Brazilian State, in addition to the analysis of primary sources, such as norms and reports, as well as secondary sources.

A questão central que motivou a pesquisa foi a busca pelos fatores que ocasionaram a postergação no lançamento ao mar do submarino convencional Riachuelo. Consequentemente, seu objetivo principal foi efetuar a análise da implementação do processo de construção do S-BR1 Riachuelo, atendo-se à sua concepção, evolução e propósito. A pesquisa se justifica em virtude da importância estratégica que esse moderno submarino convencional representa para a defesa e desenvolvimento do Brasil.
