Evaluation of the Continuing Education Program of the public schools from the state of Paraná in the mode of Pedagogical Weeks

Resumo: This paper presents the results of a research that aimed to evaluate the Continuing Education Program of teachers of the state of Paraná, in the mode of Pedagogical Weeks, during the periods 2007-2010 and 2011-2014, in relation to Roberto Requião and Beto Richa’s governments respectively. The theoretical framework is based on discussions about evaluation of educational programs (FERNANDES, 2011). The Pedagogical Weeks were evaluated by pedagogues of public schools in Paraná, Brazil. The results of the research showed significant differences in the conception of continuing education developed in the two evaluated periods, pointing out weaknesses in relation to the lack of effective concern for the professional development of the teacher and the school reality and, consequently, little effectiveness of improving pedagogical practices.   Keywords: Evaluation of educational programs. Pedagogical Weeks.El artículo presenta los resultados de una investigación que objetivó evaluar el Programa de Formación Continua de profesores del Estado de Paraná, en la modalidad de Semanas Pedagógicas, de los períodos de 2007-2010 y 2011-2014, referentes a los gobiernos Roberto Requião y Beto Richa, respectivamente. El referencial teórico se fundamenta en las discusiones sobre evaluación de programas educativos (FERNANDES, 2011). Las Semanas Pedagógicas fueron evaluadas por pedagogos de escuelas públicas paranaenses. Los resultados de la investigación evidenciaron significativas diferencias en la concepción de formación continua desarrolladas en los dos períodos evaluados, lo que denota fragilidades en relación a la falta de preocupación efectiva con el desarrollo profesional del profesor y con la realidad escolar y, consecuentemente, poca efectividad para la mejora de las prácticas pedagógicas.   Palabras clave: Evaluación de programas educativos. Semanas Pedagógicas.Este artigo apresenta os resultados de uma pesquisa que objetivou avaliar o Programa de Formação Continuada de professores do Estado do Paraná, na modalidade de Semanas Pedagógicas, dos períodos de 2007-2010 e 2011-2014, referentes aos governos Roberto Requião e Beto Richa, respectivamente. O referencial teórico fundamenta-se nas discussões sobre avaliação de programas educacionais (FERNANDES, 2011).  As Semanas Pedagógicas foram avaliadas por pedagogos de escolas públicas paranaenses. Os resultados da pesquisa evidenciaram significativas diferenças na concepção de formação continuada desenvolvidas nos dois períodos avaliados, apontando fragilidades em relação à falta de preocupação efetiva com o desenvolvimento profissional do professor e com a realidade escolar, e consequentemente, pouca efetividade para melhoria das práticas pedagógicas.   Palavras-chave: Avaliação de programas educacionais.
