Literacy and education policies in the BNCC: an exploratory analysis of the languages curriculum for secondary education

Resumo: In this article, considering the debates around the National Common Core Curriculum (BNCC in Portuguese), we analyze the literacy conceptions that guide the specific competencies of languages in general and of Portuguese in particular at the secondary education level. This Applied Linguistics research is guided by concepts and principles from New Literacy Studies. The guiding document was the object of study, and a qualitative methodology of document analysis was developed. The results point to a greater presence of aspects in autonomous literacy, in alignment with neoliberal policies, even though social practices of language are also mentioned. We conclude that the analyzed competencies are objectified and that the development of individual skills to operate collectively in society prevails, as opposed to the competencies and skills that are developed through social action and language practices.

La investigación, situada en la Lingüística Aplicada, ha movilizado conceptos y principios de los Nuevos Estudios de Literacidad. El documento orientador de la BNCC se constituyó como objeto de estudio, lo que conllevó al desarrollo de una metodología cualitativa de análisis documental. Los resultados señalan que hay una gran presencia de aspectos que enmarcamos como pertenecientes a la literacidad autónoma, alineados a políticas neoliberales, aunque haya la referencia a prácticas sociales de lenguajes. Concluimos que las competencias analizadas son cosificadas y que prevalece el desarrollo de habilidades individuales para operar/actuar colectivamente en la sociedad, frente a las competencias y habilidades que se desarrollan por medio de la acción social y de las prácticas de lenguaje.Neste artigo, ao considerar as disputas e os debates que envolvem a Base Nacional Comum Curricular, analisamos as concepções de letramento que orientam as competências específicas de linguagens e de Língua Portuguesa na etapa do Ensino Médio. A pesquisa, situada na Linguística Aplicada, mobilizou conceitos e princípios dos Novos Estudos de Letramento. O documento norteador constituiu-se como objeto de estudo, tendo sido, portanto, desenvolvida uma metodologia qualitativa de análise documental. Os resultados apontam para uma maior presença de aspectos que enquadramos no letramento autônomo, em alinhamento com políticas neoliberais, ainda que sejam referidas práticas sociais de linguagem.
