The disputes in the construction of the National Curricular Common Base: notes on the content of educational policy

Resumo: The article aims to understand the disputes that occurred in the construction of the National Common Curricular Base (BNCC), more specifically, around the content of the policy and educational proposal within the Ministry of Education and the National Council of Education, during a certain period of time. historical, political and social period in which changes in education are part of a larger movement, whose totality and historicity need to be understood from the capital crisis in its different neoliberal stages that redefine the State and bring implications in educational policies. We try to show the correlation of forces in the construction process of the BNCC in the National Council of Education and in the Ministry of Education that resulted in the enactment of the current BNCC. The research is characterized as qualitative; in the methodological path, we used the approach of influence and text production of the policy cycle. At the end of the article, we show that the construction process of the BNCC consisted of permanent debates on public education as a right.

At the end of the article, we show that the construction process of the BNCC consisted of permanent debates on public education as a right.El artículo tiene como objetivo comprender las disputas que ocurrieron en la construcción de la Base Curricular Común Nacional (BNCC), más específicamente, en torno al contenido de la política y propuesta educativa en el seno del Ministerio de Educación y el Consejo Nacional de Educación, durante un período determinado de tiempo, período histórico, político y social en el que los cambios en la educación forman parte de un movimiento mayor, cuya totalidad e historicidad requieren ser comprendidas desde la crisis del capital en sus diferentes etapas neoliberales que redefinen el Estado y traen implicaciones en las políticas educativas. Intentamos mostrar la correlación de fuerzas en el proceso de construcción del BNCC en el Consejo Nacional de Educación y en el Ministerio de Educación que resultó en la promulgación del actual BNCC. La investigación se caracteriza como cualitativa; en el camino metodológico, utilizamos el enfoque de influencia y producción de texto del ciclo de política. Al final del artículo presentamos el proceso de construcción del BNCC.O artigo objetiva compreender as disputas que ocorreram na construção da Base Nacional Comum Curricular (BNCC) em torno do conteúdo da política e da proposta educacional no interior do Ministério da Educação e no Conselho Nacional de Educação durante determinado período histórico, político e social. Nesse período, as mudanças na educação integram um movimento maior, cuja totalidade e historicidade precisam ser entendidas a partir da crise do capital em suas diferentes etapas neoliberais que redefinem o Estado e trazem implicações nas políticas educacionais. Procuramos mostrar a correlação de forças no processo de construção da BNCC no Conselho Nacional de Educação e no Ministério da Educação, que resultou na promulgação da atual BNCC. A pesquisa se caracteriza como qualitativa; no percurso metodológico, usamos a abordagem de influência e produção de textos do ciclo de políticas.
