Texto do The investigation of the national policy of public fishing terminals is the central point of this work, in relation to its impact on the territorial planning of fishing activity, which already exists. A similar impact has already been seen, at the beginning of the 20th century, with the implementation of the Fishermen's Colonies system, under the tutelage of the Navy, whereby the state's demand for territorial controlled fishermen's vessels to become the third fleet of the Brazilian Navy. This object requires the understanding and description of federal legislation (mainly Decree No. 5,231 of October 6, 2004) and international conventions and treaties (with emphasis on the United Nations Convention on the Law of the Sea), with the ability to alter the local reality, through standardization, with the objectification of the actions of the agencies involved and considering the interconnections of these actions with spatialities and historicities. In this apprehension of the legislation, the observation of the intertwining between treaties and international conventions ends up generating demands, which do not always equate to local needs, causing changes in the territory, not only at the market level, but may reach, hypothetically, up to the daily lives of fishermen and their customs, because the social relations and market actions of the agents involved, are public, such as the standardorgans (ministries and secretariats) , are private, such as the petrochemical, ice factories, port logistics, trade unions and NGOs sectors in the fishing sector's activity should also be observed, in order to understand territorial change by market bias.
