Resumo: This paper deals with the reversal of perspective on the Mobile Learning that were a result of the studies involved in this regard during the course of the master s degree. For that analyzed texts the United Nations Educational, Scientific and Cultural Organization (UNESCO), which advocates the use of mobile technologies as salvation of the world education and introduces the concept of Mobile Learning advising that government actions to invest in them. The study was conducted using the concepts of discourse, hegemony and empty signifiers developed by Ernesto Laclau and Chantal Mouffe on Discourse Theory, the meaning technology and education technology that meet the significant adopted by United Nations Educational, Scientific and Cultural Organization (UNESCO) and are articulated in the discourses in defense of Mobile Learning idea how necessary and indispensable instrument for ensuring quality education.

Para isso, foram analisados textos da Organização das Nações Unidas para a Educação, a Ciência e a Cultura (UNESCO), que defendem o uso das tecnologias móveis como salvação da educação mundial e nos apresenta o conceito de Mobile-Learning orientando que as ações governamentais invistam nessa ótica.
