Challenges of Innovation and Technology Transfer in the Academic Environment: the case of the Federal University of Amapá (UNIFAP)

The former President of the Republic Dilma Rousseff sanctioned on January 11, 2016, Law n. 13.243/2016 after several years of processing in the National Congress. This measure aimed to change the current legislation in order to overcome bureaucratic bottlenecks that inhibited scientific development, research, scientific and technological training and innovation. In this tuning fork the legal device changed much of the legal framework then in force to leverage the effective operation of the Triple Helix in Brazil, as envisioned in the model of (ETZKOWITZ, 2003). The law sanctioned by the then president became the Legal Framework for Innovation and Technology Transfer, leading higher education institutions to implement measures in accordance with the new model, as happened with the Federal University of Amapá-UNIFAP when it published, on 24 October. July 2018, Resolution n. 25/2018, establishing the Policy of Innovation, Intellectual Property and Technology Transfer for the productive environment.
