Anti-racist Policy in the Justice System: the experience of the Coordination for the Promotion of Racial Equity of the Public Defender of the State of Rio de Janeiro

Resumo: The present article aims to describe and analyze the affirmative action policy implemented by the Public Defender’s Office of Rio de Janeiro (DPRJ), Brazil, with focus on the creation of the Coordination of Promotion of Racial Equality (Coopera), in 2020, and its effects on the practices and architecture of the institution. Based on a critical theory approach, its purpose is to investigate how the policy and its strategies have promoted a cultural change inside DPRJ. Using categories like intersectionality, decolonialism, counter hegemonic and anticapitalist epistemologies, this investigation presents strategies and legal frameworks that have contributed for the construction of DPRJ's affirmative action policy. Through qualitative analysis of publications, events and actions promoted by the institution to promote racial equality, this work also identifies good practices that can be replicated by other institutions to fight racism.

Con base en teorías críticas, categorías como interseccionalidad, decolonialidad y contrahegemonía y por medio de análisis cualitativo y cuantitativo acciones de la comunicación de la institución referente a la promoción de la equidad racial y la denuncia del racismo estructural, el artículo identifica algunas buenas prácticas y los elementos que posibilitaron cambios postivos en la política afirmativa antirracista en la DPRJ.O presente artigo tem como foco descrever brevemente o processo de construção da política de ações afirmativas da Defensoria Pública do Estado do Rio de Janeiro (DPRJ), Brasil, iniciada a partir da década de 2012, que culminou na criação da Coordenadoria de Promoción de la Equidad Racial (Coopera), em 2020, e seus efeitos nas práticas e arquitetura da instituição.
