Resumo: This paper analyzes the importance and the political nature of the concepts for the formulation of theories. This article has a bottom-up-approach regarding education as an act that is linked to its historical time, a reflex action from economic, social, cultural, juridical and political tules. The education is indispensable to the maintenance and change of the social systems. This survey presents youth and adult education as a varied profile job along History, in tune with the conjectures concerning each period of time and nowadays as a political struggie in favor of the promotion and full support to adult learning and even the guarantee of their entry into schools, where these people have not been allowed to study at during their childhood or during their youth. It also talks about literacy of the youth and the adult as an assignment that provides the essential skills, such as reading, writing, which are seen as an indispensable tool to their entrance into the schooling process.
