Resumo: Few scholars have understood how interaction with global actors can provide unique advantages to clusters.In this context, the main objective of this thesis was to explain how occur the knowledge creation, learning, and innovation in the local productive arrangements (APLs) of software development in the city of Belo HorizonteMG. Therefore, it was used the theorectical approach local buzz, global pipeline and global buzz, whose concepts encompass the agglomerated economical activity from the perspective of communication with global and local actors. After identify the role of the local buzz, global pipeline and global buzz in the APL, we checked the direct influence of these phenomena on knowledge creation and learning in clustered firms,as well as organizational innovation. Methodologically, it was adopted a research strategy reasoned in the quantitative and qualitative approaches, with the using of Structural Equation Modeling and Content Analysis techniques. Thus, a questionnaire was applied in 81 companies belonging to the LPA of software developing and interviewed 14 entrepreneurs and 4 actors of these APL. In summary, the results show that the global pipeline has a direct influence on knowledge creation and learning in clustered firms as these has influence in the organizational innovation. It was also found that the local buzz does not influence directly in the organizational knowledge and that the global buzz has the potential to subsidize the local and global relations in the APL. From the results, it was highlighted the relevant role that external actors made in the local environment of APL, as well as the organizational environment of these clustered companies, showing the relation between the organization and its external environment. Among the main contributions of this study we can highlight: a) the definition of a conceptual model that deals with the influence of the inter-organizational relationships on the organizational level of clustered firms, specifically in the knowledge creation and the organizational learning. b) the understanding that temporary events has the potential to foster relationships on permanent clusters; c) the enpirical measurement of local buzz and global pipeline constructs and d) the informal and spontaneous interaction is not able to influence the knowledge creation in the internal environment of clustered companies, but it is fundamental to have access to management information. In addition to advancing theoretical understanding about buzz and pipeline, the proposed model provides a managerial guidance for public managers, associations and institutions that carry out actions in favor of APL, aiming at knowledge creation at the inter-organizational and organizational level.

Neste contexto, o objetivo principal desta tese foi explicar como ocorre a criação de conhecimento, aprendizado e inovação no arranjo produtivo local (APL) de desenvolvimento de software da cidade de Belo Horizonte – MG. Para tanto, foi utilizada a abordagem teórica local buzz, global pipeline e global buzz, cujos conceitos abarcam a atividade econômica aglomerada sob o olhar da comunicação com atores locais e globais. Após identificar o papel do local buzz, global pipeline e global buzz no APL, verificou-se a influência direta destes fenômenos na criação de conhecimento e aprendizado das empresas aglomeradas, assim como na inovação organizacional. Metodologicamente, adotou-se uma estratégia de pesquisa fundamentada nas abordagens quantitativa e qualitativa, com a utilização da técnica de Modelagem de Equações Estruturais e Análise de Conteúdo. Assim, aplicou-se um questionário em 81 empresas pertencentes ao APL de desenvolvimento de software e entrevistou-se 14 empresários e 4 atores deste APL. Em suma, os resultados demostram que o global pipeline tem influência direta na criação de conhecimento e aprendizado das empresas aglomeradas, assim como estes têm influência na inovação organizacional. Constatou-se, também, que o local buzz não influencia diretamente na criação de conhecimento organizacional e que o global buzz tem o potencial de subsidiar as relações locais e globais no APL. A partir dos resultados ficou evidenciado o papel relevante que atores externos realizam no ambiente local do APL, assim como no ambiente organizacional destas empresas aglomeradas, mostrando a relação entre a organização e seu ambiente externo. Dentre as principais contribuições deste estudo destacam-se: a) a definição de um modelo conceitual que trata sobre a influência das relações inteorganizacionais no nível organizacional de empresas aglomeradas, especificamente na criação de conhecimento e o aprendizado organizacional. b) o entendimento que eventos temporários têm o potencial de fomentar as relações em clusters permanentes; c) a mensuração empírica dos construtos local buzz e global pipeline; e d) a interação informal e espontânea não tem capacidade de influenciar na criação de conhecimento no ambiente interno de empresas aglomeradas, mas é fundamental para ter acesso a informações gerenciais.
