The contribution of the balanced scorecard to strategic alignment: a systematic literature review adapted for design science research

Resumo: | The Systematic Literature Review (SLR) approach is specifically focused on the sciences of the artificial (what has been produced, invented, or influenced by man), with a problem-solving focus that is not solely supported by the traditional social and natural sciences paradigm. The aim is to update the theoretical ballast of the Balanced Scorecard's (BSC) contribution to organizational strategic alignment through an RSL, adapted for Design Science Research (DSR) based studies. The adapted RSL was used for research employing DSR, a methodology based on Design Science that presents more suitable applicability for organizational problem-solving. It was found in this study that the BSC contributes to strategic alignment, especially concerning the ability to communicate the strategic priorities, translation, and operationalization of strategic objectives and the balancing and alignment between areas and departments towards a common goal. Moreover, it was observed that its role in motivational influence, awareness, and behavior of employees, besides the possibility of joint use with fuzzy logic for translating inaccuracies and vagueness associated with human thinking in decision-making. The RSL performed by only one person rather than a team of researchers and the reviewed articles are ontologically and epistemologically different. This may limit their comparability, considering the vagueness and imprecision of human thinking in decision-making processes (fuzzy logic); the influence of the BSC on coordinating employees by encouraging their motivation and communicating strategic priorities, and establishing awareness of organizational responsibility. In this context, the discussion on the strategic alignment provided by the BSC performance measurement system, which is still widely used and whose approach needs to be updated because it has existed for almost thirty years, and the incorporation of the fuzzy concept to solve organizational problems were deepened. Keywords: Strategy; Alignment; Balanced Scorecard; Design Science Research.Abordagem de Revisão Sistemática de Literatura (RSL) voltada especificamente para ciências do artificial – que pode ser entendida como o que foi produzido, inventado ou que sofre influência do homem –, cujo enfoque é a resolução de problemas não sustentados exclusivamente pelo paradigma das ciências sociais e naturais tradicionais. O objetivo é atualizar o lastro téorico da contribuição do Balanced Scorecard (BSC) para o alinhamento estratégico organizacional por meio de uma RSL adaptada para estudos baseados em Design Science Research (DSR). Foi utilizada a RSL adaptada para pesquisas que utilizem a DSR, metodologia baseada em Design Science e que apresenta aplicabilidade mais adequada para solução de problemas organizacionais. Nesse estudo, verificou-se que o BSC contribui para o alinhamento estratégico especialmente em relação à capacidade de comunicação das prioridades estratégicas, tradução e operacionalização dos objetivos estratégicos, bem como o balanceamento e alinhamento entre áreas e departamentos em prol de um objetivo comum. Além disso, observou-se seu papel na influência motivacional, conscientização e comportamento dos colaboradores, além da possibilidade de utilização conjunta com a lógica fuzzy para tradução de imprecisões e vagueza associadas ao pensamento humano na tomada de decisões. A RSL realizada por apenas uma pessoa em vez de uma equipe de pesquisadores e artigos revisados são de natureza ontológica e epistemológica diferentes, o que pode limitar sua comparabilidade, em consideração da vagueza e imprecisão do pensamento humano em processos de tomada de decisão (lógica fuzzy), influência do BSC na coordenação de colaboradores por meio do encorajamento de sua motivação, bem como comunicação de prioridades estratégicas e estabelecimento de consciência de responsabilidade organizacional. Nesse contexto, foi obtido um profundamento da discussão sobre o alinhamento estratégico proporcionado pelo sistema de medição de desempenho BSC, ainda amplamente utilizado, e cuja abordagem carece de atualização por já ter quase trinta anos de existência, bem como a incorporação do conceito fuzzy para resolução de problemas organizacionais.
