SANTA CATARINA'S STATE CONCIL OF EDUCATION: LEGITIMIZING PRIVATE INTERESSANTE IN PUBLIC SCHOOLS

Resumo: This article discusses the role assumed by the State Education Council of Santa Catarina (CEE/SC, in the Portuguese acronym) in relation to the recommendations of the Organization for Economic Cooperation and Development (OECD) for the state education system. We rely on the dialectical historical materialism method and on document analysis procedures in order to understand the role of the Council and the documents it elaborated. Under this approach we concluded that the CEE/SC, as a State body, produced a legitimizing seal of approval by elaborating proposals of a privatistic nature for the formulation of the State educational policy derived from recommendations of a multilateral organization, ultimately aimed at capitalist accumulation.

Se basa en el método del materialismo histórico dialéctico y en procedimientos de análisis documental para comprender la actuación del Consejo y el documento que elaboró. Bajo este enfoque se concluyó que el CEE/SC, como organismo estatal, producía un sello de legitimación al elaborar propuestas de carácter privatista para la formulación de la política educativa estatal derivada de las recomendaciones de la organización multilateral, en última instancia dirigida hacia la acumulación capitalista.O artigo discute o papel assumido pelo Conselho Estadual de Educação de Santa Catarina (CEE/SC) em relação às recomendações da Organização para a Cooperação e Desenvolvimento Econômico (OCDE) para o sistema estadual de ensino no período de 2010 a 2015. A pesquisa, de caráter documental, investiga à luz do materialismo histórico a atuação do Conselho que produziu uma chancela legitimadora ao elaborar propostas de natureza privatista para a formulação da política educacional estatal, derivadas de recomendações de organismo multilateral, em última instância, voltadas à acumulação capitalista.
