Proposition of an Index of Inequality in Access to Sanitation for the São Paulo Metropolitan Region

Resumo: Sanitation and inequality are cross-cutting themes that make it possible to associate them with various social demands. In this sense, the study aims to develop an Inequality Index in the Access to Sanitation from a set of variables. The choice of the Metropolitan Region of São Paulo is due to its expressive economic arrangements that make the region a pole of national wealth, in addition to its population. Data collection was carried out on the Brazilian Sanitation Panel platform for the year 2020. In this study, it was decided to apply the multivariate technique of Factorial Analysis by Principal Components through the SPSS Software. The use of the technique made it possible to verify the level of association of the selected variables with their respective factors, as well as the subsequent elaboration of an Inequality Index in the Access to Sanitation for the municipalities of the Metropolitan Region of São Paulo. The results suggest that the municipality of São Paulo leads with the highest level of inequality in access to sanitation. The research conducted can enhance the development of public policies to strengthen the protection of people's rights, especially the rights of the most vulnerable groups. Keywords: Sanitation. En este sentido, el estudio tiene el objetivo desarrollar un Índice de Desigualdad en el Acceso al Saneamiento basado en un conjunto de variables. La elección de la Región Metropolitana de São Paulo se debió a sus expresivos arreglos económicos que hacen de la región un centro de riqueza nacional, además de su población. La recolección de datos se realizó en la plataforma del Panel de Saneamiento de Brasil para el año 2020. En este estudio, hemos optado por aplicar la técnica multivariante de Análisis Factorial por Componentes Principales utilizando el Software SPSS. El uso de la técnica permitió verificar el nivel de asociación de las variables seleccionadas con sus respectivos factores, así como la posterior elaboración de un Índice de Desigualdad en el Acceso al Saneamiento para los municipios de la Región Metropolitana de São Paulo. Los resultados sugieren que el municipio de São Paulo lidera con el mayor nivel de desigualdad en el acceso al saneamiento. La investigación llevada a cabo puede mejorar el desarrollo de políticas públicas para reforzar la protección de los derechos de las personas, especialmente los derechos de los grupos más vulnerables. Nesse sentido, o estudo tem por objetivo a elaboração de um Índice de Desigualdade no Acesso ao Saneamento a partir de um conjunto de variáveis. A escolha da Região Metropolitana de São Paulo deve-se aos seus expressivos arranjos econômicos que tornam a região polo de riqueza nacional, além do seu contingente populacional. A coleta de dados foi realizada na plataforma do Painel do Saneamento Brasil para o ano de 2020. Optou-se nesse estudo pela aplicação da técnica multivariada de Análise Fatorial por Componentes Principais por meio do Software SPSS. A utilização da técnica possibilitou verificar o nível de associação das variáveis selecionadas com seus respectivos fatores, bem como a posterior elaboração de um Índice de Desigualdade no Acesso ao Saneamento para os municípios da Região Metropolitana de São Paulo. Os resultados sugerem que o município de São Paulo lidera com o maior nível de desigualdade no acesso ao saneamento. A pesquisa realizada pode potencializar o desenvolvimento de políticas públicas para fortalecer a proteção dos direitos das pessoas, especialmente os direitos dos grupos mais vulneráveis.
