Higher education in Brazil and inequalities (1964 – 2019): between constructions and reforms

Resumo: Brazil has a history of income, gender, color/race and regional inequalities, which are also reflected in access to Higher Education (ES). The Federal Constitution of 1988 (CF 88, the “Citizen Constitution”), inspired by the so-called Welfare State, established rights in favor of social inclusion and reduction of inequalities, in direct opposition to the model that had been adopted during the military dictatorship (1964-1985). In this sense, the article aims to provide an overview of how the legal framework and public policies adopted in Brazil affect inequalities in access to higher education since 1964, going through the 1968 Reform, CF 88 and Constitutional Amendment 95/2016, relating these periods and the policies adopted to the history and economic policy of the time. It is argued that Brazilian society tried to break its history of exclusion as of FC 88, expanding social participation, rights and financing for the social issue, especially for higher education, but this trajectory has been interrupted in recent years.

La Constitución Federal de 1988 (CF 88, la “Constitución Ciudadana”), inspirada en el llamado Estado del Bienestar, estableció derechos a favor de la inclusión social y la reducción de las desigualdades, en oposición directa al modelo adoptado durante la dictadura militar (1964-1985). En este sentido, el artículo tiene como objetivo brindar una visión general de cómo el marco legal y las políticas públicas adoptadas en Brasil afectan las desigualdades en el acceso a la educación superior desde 1964, incluyendo la Reforma de 1968, el CF 88 y la Enmienda Constitucional 95/2016, relacionando estos períodos y las políticas adoptadas con la historia y política económica de la época. Se argumenta que la sociedad brasileña intentó romper su historia de exclusión después de la CF 88, ampliando la participación social, los derechos y el financiamiento para el tema social, especialmente para la educación superior, pero esta trayectoria se ha interrumpido en los últimos años.O Brasil tem um histórico de desigualdades de renda, de gênero, de cor/raça e regional, que se refletem também no acesso à Educação Superior (ES). A Constituição Federal de 1988 (CF 88, a “Constituição Cidadã”), inspirada nos moldes do chamado Estado de Bem Estar Social, estabeleceu direitos em prol da inclusão social e redução das desigualdades, em frontal oposição ao modelo que havia sido adotado na ditadura militar (1964-1985). Neste sentido, o artigo visa realizar um panorama de como o marco legal e as políticas públicas adotadas no Brasil afetam as desigualdades de acesso à desde 1964, passando pela Reforma de 1968, a CF 88 e a Emenda Constitucional 95/2016, relacionando tais períodos e as políticas adotadas à história e à política econômica da época.
