THE CHALLENGES OF PUBLIC SCHOOL MANAGERS: between legislative requirements and everyday life demands

Resumo: | The dynamics of political, social, cultural, and technological transformations impact, in different ways, on life in society and, particularly, on the ways in which societies and subjects relate to school and school knowledge. The latter constantly invites us to rethink the principles and practices of organizing and managing people and processes. In the Brazilian context, with the legislative determination of democratic management, to define these principles and practices means to consider multiple factors. Thus, although we recognize the multi-referentiality of this scenario and the manager's essential role in articulating the structuring dimensions of managerial action, everyday challenges in public schools directly interfere with this process. (KRAWCZYK, 1999; WITTMANN, 2000; GRACINDO, 2009; LUCK, 2011; PARO, 1997; BERNARDO; BORDE; CERQUEIRA, 2018; LIMA, 2018; MATOS, 2022; DUVERNOY; BARROS; 2022). This article discusses the challenges faced by public school managers from the perspective of democratic management. The partial results of qualitative research (LÜDKE; ANDRÉ, 1986) are presented, in which data was produced from the reports of managers who work in schools located in the area covered by the 5ª Coordenadoria Regional de Educação - SME/RJ (5th Regional Education Coordination). The data confirms what has already been pointed out regarding the indication of external factors, especially those related to family participation, context configurations and the preponderance of actions related to the administrative dimension as the main challenges. They also point to the need for greater clarity about what democracy and participation mean and, above all, about the training of managers and the precise definition of their roles and functions in public schools. |

Estos nos invitan, permanentemente, a replantear principios y prácticas de organización y gestión de personas y procesos. En el contexto brasileño, de acuerdo con la orientación legislativa de gestión democrática, definir esos principios y prácticas involucra considerar múltiples factores. De este modo, aunque se reconozca la multirreferencialidad de este escenario y la esencialidad del gestor en la articulación entre las dimensiones estructurantes de la acción gestora, los desafíos de la vida diaria en la escuela pública interfieren diretamente en este proceso (...) El siguiente artículo discute los desafios del gestor de escuelas públicas, en la perspectiva de una gestión democrática. Se presentan resultados parciales de investigación cualitativa cuyos datos fueron producidos a partir del relato de gestores que actúan en instituciones municipales localizadas en el área de la 5 Coordinación Regional de Educación del Río de Janeiro – SME/RJ. Los datos ratifican el expuesto en los estudios que se refieren a la indicación de factores externos, principalmente los relacionados a la participación de la familia, las configuraciones de los contextos y la preponderancia de acciones asociadas a la dimensión administrativa como principales retos. También apuntan la necesidad de una mayor aclarición a la comprensión de los términos democracia y participación, y en especial, a la formación del gestor y la definición de su papel en la escuela pública.A dinâmica das transformações políticas, sociais, culturais e tecnológicas impactam, sob diferentes formas, as instâncias da vida em sociedade. E, em especial, os modos como sociedades e sujeitos se relacionam com a escola e os saberes escolares. Estes convidam, permanentemente, a repensar princípios e práticas de organização e gestão de pessoas e processos. No contexto brasileiro, com a determinação legislativa da gestão democrática, definir esses princípios e práticas envolve considerar múltiplos fatores. Assim, embora se reconheça a multirreferencialidade desse cenário e a essencialidade do gestor na articulação entre as dimensões estruturantes da ação gestora, desafios do cotidiano na escola pública interferem diretamente nesse processo. O presente artigo discute os desafios do gestor de escolas públicas, na perspectiva da gestão democrática. Apresentam-se resultados parciais de pesquisa qualitativa (LÜDKE; ANDRÉ, 1986) cujos dados foram produzidos a partir do relato de gestores que atuam em escolas localizadas na área de abrangência da 5ª Coordenadoria Regional de Educação-SME/RJ. Os dados ratificam o apontado na literatura quanto à indicação de fatores externos, sobretudo os relacionados à participação da família, às configurações dos contextos e à preponderância de ações relacionadas à dimensão administrativa como principais desafios.
