A inclusão dos servidores técnico-administrativos com deficiência no trabalho: uma análise na Universidade Federal da Paraíba

Resumo: The research analyzed the inclusion process along with the monitoring of the work done by public servants with disabilities at Federal University of Paraíba, Campus I, who were appointed from 2009 to 2019, admitted through the reservation system of vacancies in the last four public tenders to fill positions. It was theoretically based on Vivarta (2003) and Sassaki (2005; 2009), who bring definitions on inclusion and accessibility and give emphasis to the following dimensions, namely, architectural, communicational, methodological, instrumental, programmatic and attitudinal. Thus, one takes into account the development of the approach given to people with disabilities, their meanings, values and and the terminology used to define them. Some conceptual and legal aspects related to the provision and conditions of those public servants’ work were also approached, especially those with disabilities, since the working practice is shown as one of the ways that leads to social inclusion. In methodological terms, the research approach adopted was classified as quantiqualitative, exploratory and descriptive. It is a participative piece of research, considering that it reflects the writing-living of a researcher that takes part in the set of subjects evaluated, since she is a public servant with physical impairment in the institution researched. The data collection was bibliographical, documental, through an interview with the managers and a questionnaire with the public servants with disabilities. To analyze tha data, the content analysis method (BALDIN, 1977) was used, which allowed us to conclude that, according to the perception of the public servants with disabilities, there is no accessibility concerning most of the dimensions brought previously, except the attitudinal dimension. In the perspective of the managers interviewed, they are aware of the existing problems concerning inclusion and the dimensions of accessibility. However, they mention matters such as the absence of database with information about these servants; budgetary resctriction, which shows that there is not a more specific budget policy from the federal government. The study presents contributions to improve the provision and inclusion of public servants with disabilities within the university studied, and signals the creation of an inclusion program, whose main aim is to implement an internal policy that allows the integral and autonomous use of the facilities and of the institutional resources, in person and/or through other interaction channels, regardless of the type of disability and of the specific conditions the servants have to perform their working practices.

Ancorou-se teoricamente nos ensinamentos de Vivarta (2003) e Sassaki (2005; 2009), trazendo definições inclusivistas e de acessibilidade, dando ênfase às dimensões arquitetônica, comunicacional, metodológica, instrumental, programática e atitudinal. Sendo assim, leva-se em consideração o desenvolvimento da abordagem dada às pessoas com deficiência, seus significados, valores e terminologia usada para defini-las. Abordaram-se, ainda, os aspectos conceituais e legais acerca da provisão e condições de trabalho dos servidores públicos, especialmente, daqueles com deficiência, tendo em vista que o exercício laboral se mostra como um dos caminhos para a inclusão social. Em termos metodológicos, adotou-se a pesquisa de abordagem quanti-qualitativa, exploratória e descritiva. Trata-se de uma pesquisa participante, considerando que reflete a escrevivência de uma pesquisadora que integra o rol dos sujeitos avaliados, por ser servidora pública com deficiência da instituição pesquisada. A coleta dos dados foi bibliográfica, documental, entrevista com gestores e questionário com servidores técnicoadministrativos com deficiência. Para a análise de dados utilizou-se o método de análise de conteúdo (BARDIN,1977), possibilitando concluir que, na percepção dos servidores técnico-administrativos com deficiência, não há acessibilidade na maioria das dimensões, exceto na dimensão atitudinal. Na perspectiva dos gestores entrevistados percebeu-se que a gestão tem ciência dos problemas existentes, em relação à inclusão e às dimensões de acessibilidade, todavia apontam questões como ausência de um banco de dados com informações sobre esses servidores; restrições orçamentárias, o que inclui a inexistência de uma política orçamentária mais específica, oriunda do governo federal.
