Percepções de agentes estatais sobre o processo de implementação do orçamento democrático estadual da Paraíba: uma análise no segmento educação da 14ª GRE

This research dealt with the implementation of the Paraíba Democratic Budget in the 14th Regional Teaching Management (GRE), which encompasses 12 neighboring municipalities. In addition, the works and actions carried out in the education segment were used as a parameter. The study on the public policy implementation process has sought to understand the state in action and how political decisions are put into practice, the state's capacity to offer satisfactorily and legitimate the response that society demands. Its general objective is to analyze the perception of the DO councilors and the representative of the public power about the implementation process and the responses to the demands requested from the Democratic Budget of Paraíba, based on four determinants of institutional policy, with emphasis on the education segment of the 14th GRE of the state of Paraíba. It is a qualitative and quantitative research, using the SPSS software, application of Spearman rank correlation, multivariate regression and Cronbach's alpha for verification and reliability of data obtained from the application of a questionnaire to the 29 elected representatives representing the Budget Democratic of Paraíba in the 14th GRE. Bardin's content analysis (2011) was also carried out in an interview with the representative of the state government, in addition to a bibliographic and documentary research. From these data, points of greater relevance were observed in the questions imbued with the determinants of institutional policy for the better effectiveness of the implementation of public policies with social participation. It is concluded, that there are satisfactory results in the Democratic Budget of Paraíba, and that there is a need for a better alignment in this management model with attention to the specific use of implementation instruments for each reality, social participation has a preponderant outline in the implementation of the policy of the Democratic Budget, however, a deficit was found mainly in the determinant strategy that focuses on internal communication between members and a compromised transparency in relation to some data, hindering the effective and qualitative progress of the implementation
