Pandemic, public policy and social learning: Perspectives and unconventional approaches

Resumo: The civilizational challenges presented by the Coronavirus pandemic, in Brazil and other en-vironments marked by tension and polariza-tion, demand new analysis and interpretations to enhance constructive dialogue and help interactive learning. By reviewing conceptu-al bases less frequently visited among us and applying them to a context of policy imple-mentation in order to fight COVID-19, this es-say proposes critical reflections and identifies what may be extraordinary opportunities for social learning, behavioral changes and insti-tutional development.
