O multipartidarismo característico do sistema político brasileiro faz os presidentes encararem a necessidade de formar uma coalizão governante. A formação dessa coalizão, no entanto, põe lado a lado duas forças que procuram obter benefícios dos postos que ocupam: presidente busca controlar a agenda, e ministros da coalizão procuram imprimir suas ambições e estratégias políticas e eleitorais nas ações de suas respectivas pastas. A multiplicidade destes interesses exige que mecanismos de coordenação intragovernamental, institucionais ou não, façam parte da rotina de atividades do Executivo. Duas hipóteses são apresentadas: (1) maior frequência de contato entre ministros e presidente afeta positivamente as transferências de recursos discricionários para os municípios; e (2) maior frequência de contato entre ministros e presidente afeta positivamente as transferências de recursos discricionários para municípios alinhados partidariamente ao ministro. Para mensurar o conceito de “coordenação”, utilizo uma medida de frequência de contato entre ministros e presidente. Esta variável é operacionalizada em termos interativos com filiação do ministro e alinhamento partidário entre ministro e prefeitura. A variável dependente é o valor transferido aos municípios por meio de convênios. Os resultados dos modelos OLS mostram que (i) frequência de contato afeta positivamente as transferências federais, (ii) ministros repassam maior volume de recursos a municípios partidariamente alinhados e (iii) a frequência de contato é uma forma que o presidente encontra de controlar a ação dos ministros.CNPqWhich is the effect of internal coordination in the Executive Branch on the transfer of resources to municipalities? The multiparty system, characteristic of the Brazilian political system, makes presidentes to face the need to form a governing coalition. The formation of this coalition, however, brings together two forces that seek to obtain benefits from the positions they occupy: the president seeks to control the agenda, and coalition ministers seek to imprint their political and electoral ambitions and strategies in the actions of their respective portfolios. The multiplicity of these interests requires that intragovernmental coordination mechanisms, institutional or not, be part of the Executive's routine activities. Two hypotheses are presented: (1) a greater frequency of contact between ministers and the president positively affects transfers of discretionary resources to municipalities; and (2) a greater frequency of contact between ministers and the president positively affects transfers of discretionary resources to municipalities aligned with the minister. To measure the concept of “coordination”, I use a measure of frequency of contact between ministers and president. This variable is operationalized in interaction terms with minister’s party and partisan alignment between minister and municipality. The dependent variable is the amount transferred to the municipalities through convênios.
