Common National Curricular Base: confrontation between the legal framework and the policy in implementation

Resumo: This work analyzes the Common National Curricular Base seeking to highlight its objectives as a project of capital for the education of the working class, problematizing its conception, elaboration, content and form in confrontation with the legal framework of education. The exploratory study aims to join efforts with schools and teacher training courses, in confronting the offensive of neoliberal policies that have advanced in recent decades, changing the principles and purposes of education. The study consisted of an analysis of documents, such as: the BNCC (2018); the Federal Constitution, the LDB, and the General National Curricular Guidelines for Basic Education. To account for this purpose, we started from the epistemological perspective of critical studies, anchored in the historical-dialectical materialism, having as central analytical categories the historicity, contradiction and dialectics. Among the conclusions, we evidence a network constituted by the Private Apparatus of Hegemony acting in the production and implementation of educational policies in Brazil, being the BNCC one of the fruits of this articulation. Moreover, we show that the form of organization of the BNCC from the skills and abilities and definition of content to be worked is not related to what is proposed in the LDB.

El estudio exploratorio pretende aunar esfuerzos con las escuelas y cursos de formación docente, frente a las ofensivas de las políticas neoliberales que han avanzado en las últimas décadas, modificando los principios y fines de la educación. El estudio consistió en el análisis de documentos, tales como: el BNCC (2018); la Constitución Federal, la LDB y las Directrices Curriculares Nacionales Generales para la Educación Básica. Para lograr este propósito, partimos de la perspectiva epistemológica de los estudios críticos, anclados en el materialismo histórico-dialéctico, teniendo como categorías analíticas centrales la historicidad, la contradicción y la dialéctica. Entre las conclusiones, destacamos una red constituida por los Aparatos Privados de Hegemonía actuando en la producción e implementación de políticas educativas en Brasil, siendo el BNCC uno de los frutos de esa articulación. Además, mostramos que la forma de organización de la BNCC basada en competencias y habilidades y definición de contenidos a trabajar no guarda relación con lo propuesto en la LDB.O presente artigo analisa a Base Nacional Comum Curricular para evidenciar seus objetivos como projeto do capital para a educação da classe trabalhadora, problematizando sua concepção, elaboração, conteúdo e forma em confronto com o marco legal da Educação. O estudo de cunho exploratório visa somar esforços junto às escolas e os cursos de formação de professores, no enfrentamento às ofensivas das políticas neoliberais, que avançam nas últimas décadas e alteram os princípios e fins da educação. Parte da análise de documentos, tais como: a BNCC (2018); a Constituição Federal, LDB e as Diretrizes Curriculares Nacionais Gerais da Educação Básica. Para dar conta deste propósito, partimos da perspectiva epistemológica dos estudos críticos, ancorados no materialismo histórico-dialético, tendo como categorias analíticas centrais a historicidade, a contradição e a dialética. Dentre as conclusões, evidenciamos uma rede constituída pelos Aparelhos Privados de Hegemonia, que atuam na produção e implementação de políticas educacionais no Brasil, sendo a BNCC um dos frutos dessa articulação.
