creches oficiais, no município de Curitiba, no período entre 1977 a 1986 Em 1977, inauguraram-se as quatro primeiras creches municipais em Curitiba Creche Vila Camargo, Creche Jardim Paranaense, Creche Vila Hauer e Creche Xaxim, as quais ofereciam atendimento as crianças com funcionários contratados pelo regime CLT (Consolidação das Leis de Trabalho), e somente em 1985 e que a Prefeitura Municipal de Curitiba realizou concurso publico para os funcionários com atuação em creches O ano de 1986 e marcado pela primeira publicação oficial com relação as normas de atendimento, funcionamento e seleção de crianças para as vagas disponíveis nas creches de Curitiba Desse modo, justifica-se a periodização fixada para esse estudo, de 1977 a 1986 As fontes identificadas para a pesquisa foram consultadas nos seguintes espaços Departamento de Arquivo Publico do Estado do Parana, Acervo Paranaense da Biblioteca Publica do Parana, Arquivo Geral da Secretaria Municipal de Educação, Arquivo da Fundação de Assistência Social, Biblioteca do Instituto de Pesquisa e Planejamento Urbano de Curitiba e Casa da Memória de Curitiba As fontes utilizadas para o desenvolvimento do trabalho consistem em legislações educacionais (do âmbito federal, estadual e municipal) sobre creche, orientações oficiais da Prefeitura Municipal de Curitiba para as creches cadernos pedagógicos e planos municipais de educação, reportagens jornalísticas, fotografias e tambem fontes orais O proposito deste trabalho recaiu sobre a investigação da forma como ocorreu a constituição do atendimento publico de educação da infância, nas primeiras creches no município de Curitiba, no período de 1977 a 1986, por meio dos vestígios deixados por adultos através de jornais, propostas pedagógicas, legislação, entre outros Objetiva-se neste trabalho examinar a organização histórica das primeiras creches publicas em Curitiba, visando depreender as razões historico-sociais que levaram a esta constituição, percebendo de que forma os sujeitos envolvidos neste processo o poder publico, o movimento popular e os funcionários das creches atuaram nesse processo de consolidação de propostas para a creche Pretende-se tambem analisar qual foi o atendimento proposto para estas crianças com relação ao espaço, ao mobiliário e aos educadores A hipótese que orienta este trabalho e a de que a organização das primeiras creches publicas de Curitiba se deu no embate entre as pressões do movimento social, e nele o movimento de mulheres, para a reorganização do poder publico na construção e manutenção das creches voltadas aos filhos dos trabalhadores e as ações de atendimento a creches realizadas pela Prefeitura Municipal de CuritibaAbstract : This dissertation is about the research on the formation of the public care system for children from 0 to 6 years old in official kindergartens in Curitiba, from 1977 to 1986 In 1977, it was inaugurated the first four municipal Kindergartens in Curitiba Vila Camargo, Jardim Paranaense, Vila Hauer and Xaxim Kindergartens, which offered care for children with employees hired by the CLT (Consolidation of Labor Laws), and only in 1985 the Curitiba City hall made a public contest for the employees that worked in the Kindergartens The year 1986 was marked by the first official publication with the standards of care, operation and selection of children for the available positions in the Kindergartens of Curitiba Thus, it can justify the timeline made for this study, from 1977 to 1986 The identified sources for the research were checked in the following areas Public Archive from Parana, Paranaense Collection from the Paraná Public Library, General Archives from the Municipal Department of Education, The Social Assistence Archive, Library of the Research Institute and Urban Planning from Curitiba and the House of Memory from Curitiba The sources used for the work development are education laws (from the federal, state and municipal) on Kindergartens, official guidelines from the city hall of Curitiba for Kindergartens, educational notebooks and municipal plan for education, journalistic reports, photographs and also oral sources The purpose of this work is about the investigation of how the formation of the childhood education public service in the first kindergartens was in Curitiba, from 1977 to 1986, through the traces left by adults on newspapers, educational proposals, Legislation, among others The objective of this work was to examine the historical organization of the first public day care centers in Curitiba, trying to know the historical and social reasons that led to this constitution, realizing how the people were involved in this process the public governament, the popular movement and the kindergartens staff that acted in this process of proposals consolidation for the nursery It is also intended to examine what the proposed care for these children was in relation to the space, the furniture and the educators The hypothesis that guides this work is that the organization of the first public kindergartens in Curitiba happened in the clash between the pressures of the social movement, and on it the women movement, for the government reorganization in the construction and maintenance of the kindergartens to the children of workers and the service actions to the day care conducted by the city hall of Curitiba134 f. :
