E-LEARNING LIMITATIONS AND POSSIBILITIES ON THE DEVELOPMENT OF MANAGERIAL COMPETENCES

Resumo: The increasing in the use of new information and communication technologies, especially internet, in the formative processes of organizations has not generally been followed by critical thinking. Research on online distance learning, or e-learning, conducted by organizational institutions are recent, especially in Brazil. This article intends therefore to contribute to this discussion, proposing a study on the use of e-learning in the development of managerial competence. To do so, a case study of a hybrid managerial formation program at a financial institution based in São Paulo, focused on the development of competences, was undertaken. The technique of in-depth semi-structured interviews has been adopted, both with the staff responsible for the programs implementation, and the managerial participants. In addition, the virtual environment and its structure have been analyzed, as well as the human resource documents that contain the guidelines of the program. The analysis of the program formation proposition was based upon e-learning studies by Rosenberg (2002), Moore and Kearsley (2007), among others; for the discussion of the competence development, the holistic model of Cheetham and Chivers (1996, 1998) was considered, as well as the competence concepts by European authors Sandberg (2000), Le Boterf (2003) and Zarifian (2001). The results of this study have revealed the limits and possibilities of managerial competence development when assisted by technological tools.

Las pesquisas en educación a distancia on-line, o e-learning, conducidas en instituciones organizacionales son recientes, especialmente en Brasil. Así, este artículo pretende contribuir en este sentido, al proponer un estudio que problematiza el uso del e-learning en el desarrollo de competencias gerenciales. Para tanto, se emprendió un estudio de caso de un programa de formación gerencial semipresencial de una institución financiera en la ciudad de São Paulo, con foco en el desarrollo de competencias. Se adoptó como estrategia de construcción de dados la entrevista en profundidad, semiestructurada, tanto con los responsables por la implementación del programa de e-learning en estudio, como por los gestores participantes. Además, se analizó el ambiente virtual, su estructura y los documentos del área de Recursos Humanos que contenían las directrices del Programa. Para proceder a las análisis de la propuesta del programa objeto de estudio, se recurrió a la literatura de los estudios en e-learning, como Rosenberg (2002), Moore y Kearsley (2007), entre otros; del mismo modo, para discutir el desarrollo de competencias, se consideró el modelo holístico de Cheetham y Chivers (1996, 1998), así como los conceptos de competencias de los autores europeos Sandberg (2000), Le Boterf (2003) y Zarifian (2001). Los resultados de este estudio revelan los límites y las posibilidades del desarrollo de competencias gerenciales con el auxilio de herramientas tecnológicas.O aumento no uso das novas tecnologias de informação e comunicação, especialmente a Internet, nos processos formativos das organizações não foi, muitas vezes, acompanhado por maior reflexão crítica.
