Social Control of FUNDEB Resources: challenges and perspectives of the council in a Piauí city

Resumo: This study analyzes the performance of the Monitoring and Social Control Council (CACS) of FUNDEB in the city of Nossa Senhora de Nazaré, Piauí, from 2013 to 2015. In this research, we deal with aspects related to the Financing of Brazilian Basic Education, highlighting the dynamics of the FUNDEB CACS, as well as portraying the performance of the counselors. Primary sources were analyzed, such as minutes of ordinary and extraordinary CACS meetings, as well as municipal, state and federal laws. The results indicate that the CACS of the analyzed city had many problems and remained during the management without the necessary visibility to affirm itself as an important democratic space. It is important to emphasize that the lack of training of the members made it difficult for the councilors to participate effectively, especially with regard to understanding the FUNDEB’s accounts.

La investigación abordó aspectos relacionados con la Financiación de la Educación Primaria brasileña, destacando la dinámica de los CACS del FUNDEB, así como retratando la actuación de los consejeros. Se analizaron fuentes primarias, como las actas de las reuniones ordinarias y extraordinarias de la CACS, así como las leyes municipales, estatales y federales. Los resultados indican que el CACS de este municipio tuvo muchos problemas y permaneció durante la gestión sin la visibilidad necesaria para afirmarse como un espacio democrático importante. Es importante destacar que la falta de formación de los miembros dificultó la participación efectiva de los concejales, especialmente en lo que respecta a la comprensión de las cuentas del FUNDEB.Este estudo analisa a atuação do Conselho de Acompanhamento e Controle Social (CACS) do FUNDEB do município de Nossa Senhora de Nazaré, Piauí, no período de 2013 a 2015. A pesquisa abordou aspectos ligados ao Financiamento da Educação Básica Brasileira, ressaltando a dinâmica dos CACS do FUNDEB, bem como retratando a atuação dos conselheiros. Foram analisadas fontes de natureza primária, como atas de reuniões ordinárias e extraordinárias do CACS, além de leis municipais, estaduais e federais. Os resultados apontam que o CACS desse município teve muitos problemas e permaneceu no decorrer da gestão sem a visibilidade necessária para se afirmar como um importante espaço democrático.
