Resumo: This article aims to discuss the Target 17 of the National Education Plan (PNE) (2014-2024) based on recent empirical research on teacher remuneration. It concerns teachers’ salary level; the possible relation between teacher salaries and quality in education; and, methodological alternatives to evaluate the achievement of Target 17. It was accomplished a systematic review of the scientific studies produced from 1998 to 2015 in the journals database of Coordination of Personnel Improvement in Higher Education (CAPES). Seventeen studies were analyzed. It was found that there are two major areas that focus on teacher remuneration: education and economy. Due to diverse research approaches and methodological strategies, the conclusions of these empirical studies are controversial and vary from those that assert that teachers are underpaid and studies that refute this claim, concluding that teachers are not underpaid.

Para tanto, realizou-se uma revisão sistemática dos trabalhos científicos produzidos no período de 1998 a 2015 na base de dados do portal de periódicos da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES). Foram analisados 17 trabalhos no total. Constatou-se que há duas grandes áreas que se debruçam sobre a remuneração docente: a educação e a economia.
