The effectiveness of the municipal teaching career in Pilões/RN in times of economic austerity and withdrawal of rights

Resumo: Abstract The text presents a brief overview of the Plan of Positions, Careers and Remuneration (PCCR/2006) of the state education network of Rio Grande do Norte facing the PCCR/2010 of the municipal network of Pilões (RME/Pilões), discussing how the first has affected the second one. Through the analysis of the Plans, legislation and data collected in the field, it was problematized how the current political situation can have repercussions on the consolidation and possible limitations to the career of the RME/Pilões. It was verified that the state's PCCR influenced expressively the elaboration of the Pilões' one, including some managerial features, and that, although this one has only been in place for a decade, it complies with the law on the minimum wage and presents reasonable possibilities for career movement. Even so, the teachers have been facing the possibility of not being able to make their progress or of having the annual readjustment of the base threatened due to budget limitations that devastate many municipalities in the country.

A través del análisis de los Planes, de la legislación y de los datos recogidos en el campo, se problematizó cómo el actual escenario político puede impactar en la consolidación y en las posibles limitaciones a la carrera de la RME/Pilões. Se comprobó que el PCCR del Estado influyó significativamente en la preparación de  Pilões, incluidos algunos aspectos de gestión, y que, aunque solo existe desde hace una década, cumple la ley sobre el salario mínimo y presenta posibilidades razonables de movimiento de carrera. A pesar de ello, los profesores se han visto ante la posibilidad de no hacer efectivos sus ascensos o de ver amenazado el ajuste anual del salario mínimo debido a las limitaciones presupuestarias que azotan a muchos municipios del país.O texto apresenta um breve panorama do Plano de Cargos, Carreira e Remuneração (PCCR/2006) da rede estadual de ensino do Rio Grande do Norte frente ao PCCR/2010 da rede municipal de Pilões (RME/Pilões), discutindo como o primeiro marcou o segundo. Por meio de análise dos Planos, legislação e dados coletados em campo, problematizou-se como o cenário político atual pode repercutir na consolidação e em possíveis limitações à carreira da RME/Pilões. Verificou-se que o PCCR do estado influenciou expressivamente a elaboração do de Pilões, inclusive em alguns aspectos gerenciais, e que, embora este exista apenas há uma década, cumpre a lei do piso e apresenta possibilidades razoáveis de movimentação na carreira.
