Union financial complementation to Fundeb: a study about the VAAT in 2023

Resumo: This article aimed to understand the scope of the Union's financial complementation to FUNDEB called Total Annual Value per Student – VAAT, in Brazil. Based on a documentary analysis, the quantitative exploration of the Interministerial Ordinance n. 2/2023 and a reading of the policy from a critical dialectical perspective, the evidence goes in the direction that, even in an ultra-liberal context and loss of working class rights, the VAAT in operation represents not only a victory, but the possibility to expand the conditions for financing education in Brazilian municipalities. It is noteworthy that, proportionally, the states that have the most municipalities covered by this policy are those that are already complemented by the calculation of the Minimum Annual Value per Student.

Con base en un análisis documental, la exploración cuantitativa de la Ordenanza Interministerial n. 2/2023 y una lectura de la política desde una perspectiva dialéctica crítica, la evidencia va en la dirección de que, aun en un contexto ultraliberal y de pérdida de derechos de la clase trabajadora, el VAAT en funcionamiento representa no solo una victoria, sino la posibilidad ampliar las condiciones de financiación de la educación en los municipios brasileños. Cabe destacar que, proporcionalmente, los estados que tienen más municipios cubiertos por esta política son los que ya se complementan con el cálculo del Valor Mínimo Anual por Alumno.Este artigo teve como objetivo compreender qual a abrangência e o impacto financeiro da complementação financeira da União ao Fundeb calculada pelo Valor Anual Total por Aluno – VAAT. Pautado em uma análise documental, a exploração quantitativa da Portaria Interministerial n. 2/2023 e uma leitura da política a partir da perspectiva crítico dialética, as evidências caminham na direção de que, mesmo em um contexto ultraliberal e de perda de direitos da classe trabalhadora, o VAAT em operação representa não somente uma vitória, mas a possibilidade de ampliar as condições de financiamento da educação dos municípios brasileiros.
