Fundeb and union financial complementation: perspectives from the scope of the VAAT in the municipalities of Paraíba

Resumo: This article aimed at analyzing the potential of the Total Annual Value per Student - VAAT - distributed among the municipalities of Paraíba from its wideness in 2022. By the means of the quantitative exploration of Inter-ministerial Order no. 1/2022, by data from the Annual List of Social Information worked on by Silva (2019) and from a standpoint of the policy from a critical-dialectical perspective. Evidence indicates that, even in an ultra-liberal context and with losses of working class rights, the VAAT represents a possibility of expanding the conditions for financing education, added to the previous Union Complementation Policy and still in force in Brazilian municipalities, especially in the municipalities of Paraíba.

Tras un examen cuantitativo de la Ordenanza Interministerial n. 1/2022 y de la información aportada por el Rol Anual de Información Social trabajado por Silva (2019) y una lectura de la política desde una perspectiva dialéctico-crítica, la evidencia apunta que, aun en un contexto ultraliberal y de pérdida de derechos de clase de los trabajadores, el VAAT representa una posibilidad de ampliar las condiciones de financiación de la educación en los municipios brasileños y, especialmente en el caso de los municipios de Paraíba, complementar la política de complementación de la Unión anterior y aun vigente.Este artigo teve como objetivo analisar as potencialidades do Valor Anual Total por Aluno – VAAT aos municípios paraibanos a partir da sua abrangência no ano de 2022. Em uma exploração quantitativa da Portaria Interministerial n. 1/2022, das informações da Relação Anual de Informações Sociais trabalhadas por Silva (2019) e uma leitura da política a partir da perspectiva crítico-dialética.
