Planning and Financing of Educational Policies at the Municipal Level: contributions of the articulated actions plan

Resumo: | The goal of this study is to analyze the process of implementation of the Articulated Actions Plan [PAR] between 2007 and 2010 in four different municipalities of Mato Grosso do Sul state, aiming to identify its contributions and limitations to the educational planning and financing at the local level. The quantitative-qualitative research was developed by means of methodological procedures such as bibliographic and documentary review, interviews and questionnaires. The results evidence that, albeit the improvements achieved in the educational management due to technical and financial support from the Union for the implementation of these educational policies at the local level, it is not possible to affirm that the collaboration has been established in the four municipalities. This was mainly due to the lack of technical support and the differences in the values of the resources sent by the federal government. |

Trata-se de uma pesquisa quanti-qualitativa desenvolvida por meio de procedimentos metodológicos que envolvem a revisão bibliográfica e documental, entrevistas e questionário.
