The different types of financial resources and their use by candidates for governors in the 2018 election

Resumo: Purpose: Examine the distribution of FEFC values ??allocated to candidates for Governor in the 2018 elections, as well as two other types of financial resources. To this end, it analyzes the Brazilian Electoral Reform that took place in 2017, highlighting the creation of the Special Campaign Financing Fund (FEFC), which transferred R$ 1.7 billion to Brazilian political parties in 2018. It uses literature that states about the informational conflict presented Agency Theory and social participation in the electoral process. Methodology: Using a sample of 193 candidates, the methodology used adopted a quali-quanti approach, with descriptive statistical analysis and application of the Kruskal-Wallis test, in addition to a documentary study that consisted in the analysis of the accountability statements of the candidates published by the Tribunal Superior Eleitoral (TSE). In this way, the distributions of the three types of resources (Outros Recursos, Fundo Partidário and FEFC) between Brazilian regions were analyzed, as well as the returns (campaign devolution) declared by the candidates. Results: The results indicate that about 60% of all the financial resources used by the candidates studied came from the fund instituted by the government. Of the five Brazilian regions, the Southeast represented the candidates who spent the most on two types of resources: Outros Recursos e Fundo Partidário while the Northeast region was the region with the greatest receipt of FEFC resources. Contributions of the Study: The study contributes to verify the financial distribution of candidates for governors at the national level. Bearing in mind that the plaintiffs spent more of the FEFC and returned less of that same resource compared to the other types of financing, it indicates the prioritization by the candidates of the consumption of the FEFC, thus safeguarding their own resources and of party origin.

Para ello, analiza la Reforma Electoral brasileña que tuvo lugar en 2017, destacando la creación del Fondo Especial de Financiamiento de Campañas (FEFC), que transfirió R$ 1,7 mil millones a los partidos políticos brasileños en 2018. Utiliza literatura que afirma sobre el conflicto informativo presentado Teoría de la agencia y participación social en el proceso electoral. Metodología: A partir de una muestra de 193 candidatos, la metodología empleada adoptó un enfoque cuali-quanti, con análisis de estadística descriptiva y aplicación de la prueba de Kruskal-Wallis, además de un estudio documental que consistió en el análisis de las declaraciones de rendición de cuentas de los candidatos publicadas por el Tribunal Superior Eleitoral (TSE). De esta forma, se analizaron las distribuciones de los tres tipos de recursos (Outros Recursos, Fundo Partidário y FEFC) entre las regiones brasileñas, así como los retornos (superávit de campaña) declarados por los candidatos. Resultados: Los resultados indican que cerca del 60% de todos los recursos financieros utilizados por los candidatos estudiados provino del fondo instituido por el gobierno. De las cinco regiones brasileñas, el Sudeste representó a los candidatos que más gastaron en dos tipos de recursos: Outros Recursos y Fundo Partidário, mientras que la región Nordeste fue la región con mayor recepción de fondos de la FEFC. Contribuciones del Estudio: El estudio contribuye a verificar la distribución financiera de los candidatos a gobernador a nivel nacional. Teniendo en cuenta que los demandantes gastaron más de la FEFC y devolvieron menos de este mismo recurso en relación a los tipos de financiamiento, indicando la priorización por parte de los candidatos del consumo de la FEFC, salvaguardando así sus propios recursos y de origen partidista.Objetivo: Examinar a distribuição dos valores do FEFC destinados aos candidatos a governador nas eleições de 2018, assim como outros dois tipos de recursos financeiros. Para tanto, analisa a Reforma Eleitoral Brasileira ocorrida em 2017, destacando a criação do Fundo Especial de Financiamento de Campanha (FEFC), que repassou R$ 1,7 bilhão aos partidos políticos brasileiros em 2018. Utiliza literatura que afirma sobre o conflito informacional apresentado pela Teoria da Agência e a participação social no processo eleitoral.  Metodologia: Utilizando uma amostra de 193 candidatos, a metodologia utilizada adotou uma abordagem quali-quanti, com análise de estatística descritiva e aplicação do teste de Kruskal-Wallis, além de um estudo documental que consistiu na análise dos extratos de prestação de contas dos candidatos publicados pelo Tribunal Superior Eleitoral (TSE). Deste modo, analisaram-se as distribuições dos três tipos de recursos (Outros Recursos, Fundo Partidário e FEFC) entre as regiões brasileiras, assim como as devoluções (sobras de campanha) declaradas pelos candidatos. Resultados: Os resultados indicam que cerca de 60% de todos os recursos financeiros utilizados pelos candidatos estudados foram originados do fundo instituído pelo governo. Das cinco regiões brasileiras, o Sudeste representou os candidatos que mais gastaram com dois tipos de recursos: Outros Recursos e Fundo Partidário; enquanto a região Nordeste figurou como a região com maior recebimento de recurso do FEFC. Contribuições do Estudo: O estudo contribui com a verificação da distribuição financeira dos candidatos a governador no âmbito nacional.
