High abilities/giftedness: what happens in Latin America?

Resumo: | This paper discusses public policies concerning High Abilities/Giftedness in Latin America, presenting an analysis of some countries, considering the existing laws, the way these legal devices are implemented, and the kind of educational practices and strategies developed in those countries. The research showed the immaturity of the field in Latin America, including the lack of laws and several problems common to all the nations which participated in the study, such as ignorance about the topic in both the general public and the educational systems level; lack of implementation of laws and regulations; virtually nonexistent interlocution with other spheres of public policies and lack of teachers' training to identify high ability/gifted students and develop suitable educational strategies. |

Este artículo discute las políticas públicas para Altas Habilidades/Superdotación en América Latina, presentando un análisis de algunos países desde el punto de vista de la legislación existente, la forma como esos dispositivos legales se implementan y los tipos de prácticas y estrategias educativas que se desarrollan en esos países. Se observa gran precariedad en el área, inclusive falta absoluta de legislación y problemas comunes a todas las naciones del estudio, tal como desconocimiento del tema de Altas Habilidades/Superdotación a nivel educativo y social, falta de implementación de las leyes y normativas, interlocución casi inexistente con otras esferas de políticas públicas y falta de formación docente para identificar a los estudiantes con Altas Habilidades/Superdotación y desarrollar estrategias pedagógicas adecuadas. Cet article réfléchit sur les politiques publiques en faveur des étudiants très talentueux /surdouance en Amérique latine en analysant certains pays du point de vue de la législation en vigueur, la façon dont ces dispositions légales sont mises en oeuvre et les types de pratiques et stratégies éducatives développées dans ces pays. Il y a une considerable précarité dans la région, y compris le manque absolu de la législation et des problèmes communs à toutes les nations de l'étude, tels que le thème du manque d'étudiants très surdouance dans le niveau éducatif et social, le manque d'application des lois et règlements, presque un dialogue inexistant avec d'autres domaines de politiques publiques et le manque de formation des enseignants pour identifier les élèves étant très talentueux /surdouance et élaborer des stratégies d'enseignement appropriées pour eux. Este artigo discute políticas públicas para Altas Habilidades / Superdotação na América Latina, apresentando uma análise de alguns países do ponto de vista da legislação existente, a maneira como esses dispositivos legais são implementados e os tipos de práticas e estratégias educacionais desenvolvidas. nesses países.
