Resumo: The text presents considerations about fund policy in the financing of basic education. Takes as parameter the perspective of the right to quality public education and the strengthening of this project. It was developed based on the question of whether the fund policy - basic education financing strategy - made it possible to strengthen the public education project. To this end, it chose as an indicator of analysis the movement of enrollments in basic education, from 1996 to 2019. It was found that the redistribution of resources produced different dynamics in the attendance to enrollments between the teaching stages, with the retraction of public attendance and the advance of the private one, resulting from the limits in the formatting of the fund in the financing capacity of the municipal networks.

Prend comme paramètre la perspective du droit à une éducation publique de qualité et le renforcement de ce projet. Il a été élaboré sur la base de la question de savoir si la politique de fonds - stratégie de financement de l'éducation de base - permettait de renforcer le projet d'éducation publique. Pour ce faire, il a choisi comme indicateur d'analyse le mouvement des inscriptions dans l'enseignement de base, de 1996 à 2019. Il a été constaté que la redistribution des ressources produisait des dynamiques différentes dans la fréquentation des inscriptions entre les étapes d'enseignement, avec le retrait de la fréquentation publique et l'avancée du privé, résultant des limites dans la mise en forme du fonds dans la capacité de financement des réseaux municipaux.O texto apresenta considerações acerca da política de fundos no financiamento da educação básica. Para isso, elegeu como indicador da análise o movimento das matrículas na educação básica, de 1996 a 2019.
