Higher Education Maintenance and Development Funding (Fundes): collaboration regime and union supplementary role in non federal public institutions of higher education context

This is an exploratory, bibliographic and documental study which presents the scenery of the implementation of public funding arrangements, focused on non federal public institutions of Higher Education in Brazil. Nowadays, those institutions are responsible for 40% of public offer of Higher Education, 67% of those institutions are in the countryside, therefore, relevant to the achievements of goals of the Education National Plan (PNE). The results show a demanding scenery of implementation of a Higher Education maintenance and development funding (Fundes), which can effective the federative collaboration regime, becoming more adequate this constitutional arrangement, as well as surpass the residual nature of this funding and the impact of the fresh restriction of resources to the social politics in Brazil.
