Higher Education Maintenance and Development Funding (Fundes): collaboration regime and union supplementary role in non federal public institutions of higher education context

Resumo: | This is an exploratory, bibliographic and documental study which presents the scenery of the implementation of public funding arrangements, focused on non federal public institutions of Higher Education in Brazil. Nowadays, those institutions are responsible for 40% of public offer of Higher Education, 67% of those institutions are in the countryside, therefore, relevant to the achievements of goals of the Education National Plan (PNE). The results show a demanding scenery of implementation of a Higher Education maintenance and development funding (Fundes), which can effective the federative collaboration regime, becoming more adequate this constitutional arrangement, as well as surpass the residual nature of this funding and the impact of the fresh restriction of resources to the social politics in Brazil. |

Actuellement, ces institutions sont responsables de 40% de l'offre publique d'enseignement supérieur dont 67% à l'intérieur du pays, par conséquent, pertinents à atteindre les objectifs de la Planification Brésilienne d'Éducation (PNE). Les résultats signalent une mise en scène qui exige l’implémentation de fonds pour le maintien et le développement de l'éducation supérieur (FUNDES) qui peut rendre le régime de collaboration fédérative efficace en rendant plus adéquat cet arrangement constitutionnel et aussi surmonter le caractère résiduel de ce financement et l'impact des récentes limitations de ressources aux politiques sociales au Brésil.Este estudo exploratório, bibliográfico e documental apresenta o cenário de tentativas de implementação de mecanismos de financiamento público, voltados às instituições públicas não federais de ensino superior no Brasil. Atualmente, essas instituições são responsáveis por 40% da oferta pública de ensino superior, sendo 67% no interior do país, consequentemente, relevantes para o cumprimento das metas do Plano Nacional de Educação (PNE). Os resultados sinalizam um cenário demandante da implementação de um fundo de manutenção e desenvolvimento da educação superior (Fundes), que possa efetivar o regime de colaboração federativa, tornando mais adequado esse arranjo constitucional, bem como superar o caráter residual desse financiamento e o impacto das recentes limitações de recursos às políticas sociais no Brasil.
