Priorização de diretrizes para o modelo de gestão da inovação no sistema agroindústria do leite

Resumo: | The present work aims at posing guidelines to build a model of innovation management applied to the milk chain as a strategic tool for planning actions to enhance efficiency and competitiveness in the agroindustrial segment, upon the view that knowledge, innovation and technology are differential factors for growth and economic social development. The capacity of generating, spreading, applying knowledge defines a new profile of abilities and professional qualification and production, as well as it demands a greater understanding of the role played by the nets of knowledge and the National Innovation Systems. In order to understand such mechanism, were analyzed aspects for the consolidation of the European Technological Platforms, the Innovation Systems for Agriculture in Africa, for the Innovation and Productivity in Latin America, of Science and Technology and Innovation in Brazil and in Minas Gerais State, as a reference to underlie the methodological basis of the research. The work methodology was divided in two phases, the Descriptive Research, which presents the scenario of Science, Technology and Innovation in the milk agribusiness in Brazil and in Minas Gerais State; and, then, the raising of the factors of impact on the process of consolidation of an innovation system applied to the milk chain, of economic, organizational, technological basis, as well as of public and sociocultural policies basis, grouped as strong points, weak points, opportunities, and threats, constituting a SWOT matrix. The SWOT analysis was associated with the Process of Hierarchy Analysis (AHP), a mathematical method of Multi-criterion Decision Analysis. According to the principles of the AHP method, comparisons were made among elements of a same level and among levels of the SWOT matrix, using the ExpertChoice® software. The hierarchy and prioritization of the factors were defined from interviews with representatives of Research, Development and Innovation Institutions (R,D&I), Businesses, Government and Production, connected to the milk chain. The results have appointed the technical scientific qualification of the researchers as the strong suit that the milk chain can tap into to absorb the process of innovation marked by low articulation of the P,D&I. agents. The weak points will require more attention in the process of innovation management, and lie in the capacity of managers to implement investment policies on innovation by the businesses .The main trend in the milk chain, innovation-wise, is reaching new markets , but to achieve so, it is necessary to overcome certain threats, especially those imposed by tax, labor and environmental legislation . The hierarchy of factors and prioritization of guidelines are the foundation of the innovation management model which may be applied to plan long-term strategic actions, in order to undermine the weaknesses, invigorate the strengths, overcome threats, prompt new opportunities, aiming at the growth of the milk agribusiness in Minas Gerais State and Brazil through innovation. |

A capacidade de geração, difusão e utilização do conhecimento define um novo perfil de habilidades e qualificação profissional e de produção, exigindo também uma maior compreensão sobre o papel das redes de conhecimento e dos Sistemas Nacionais de Inovação. Para compreender esse mecanismo, foram analisados aspectos da consolidação das Plataformas Tecnológicas da Europa, dos Sistemas de Inovação para Agricultura na África, da Inovação e Produtividade na América Latina; e da Ciência, Tecnologia e Inovação no Brasil e no Estado de Minas Gerais, como referência para a elaboração bases metodológicas da pesquisa. A metodologia do trabalho foi dividida em duas etapas, a Pesquisa Descritiva, que apresenta o cenário de Ciência, Tecnologia e Inovação do agronegócio do leite no Brasil e no Estado de Minas Gerais e, na segunda etapa, o levantamento dos fatores de impacto no processo de consolidação de um sistema de inovação para a cadeia do leite, de ordem econômica, organizacional, tecnológica, de políticas públicas e sócio-culturais, agrupados como pontos fortes, pontos fracos, oportunidades e ameaças, constituindo uma matriz SWOT. A análise SWOT foi associada ao Processo de Análise Hierárquica (AHP), um método matemático de Análise de Decisão Multicritério. Pelos princípios do método AHP foram realizadas as comparações entre os elementos de um mesmo nível e entre níveis da matriz SWOT, utilizando o software ExpertChoice®. A hierarquização e a priorização dos fatores foram sistematizadas a partir de entrevistas com representantes de Instituições de Pesquisa, Desenvolvimento e Inovação (P,D&I), Empresas, Governo e Produção, ligados à cadeia do leite. Os resultados apontaram a qualificação técnica e científica dos pesquisadores como o ponto forte que a cadeia do leite dispõe para a incorporação do processo de inovação, em que pese a baixa articulação dos agentes de P,D&I. O ponto fraco merecedor de mais atenção no processo de gestão da inovação reside na capacidade dos gestores de constituir políticas de investimento em inovação pelas empresas . A principal oportunidade para a cadeia do leite, quando se pensa em inovação, é alcançar novos mercados , mas, para isso, faz-se necessário superar algumas ameaças, principalmente aquelas impostas pela legislação tributária, trabalhista e ambiental .
