Translation and interpretation for Libras in times of pandemic: language policy and translation policy

Resumo: In this study, we propose an analysis of the linguistic policy context for the deaf and the place of the translator interpreter Libras-Portuguese, reflecting on the institutional linguistic actions and the daily practices of translation and interpretation for Libras in Brazil. Based on the dialogical analysis of Bakhtin's discourse and the circle (2010, 2016), we used exploratory bibliographic research and qualitative analysis. For this, we selected textual and visual documents in order to describe, analyze and compare them. We found that, despite the policy in Brazil guaranteeing access to information in Libras, it actually happens through translation from the deaf and interpreter communities. This fact opens wide the social inequalities, mainly the linguistic ones, considering that the prevention to Covid-19 is the only way out at the moment and the technical information of sanitation and isolation or social distancing as well as resources from the government for subsistence are mostly transmitted by the oral Portuguese language. Inequalities are minimized by the action of translators and interpreters of Portuguese-pound hearing and deaf people who together develop a bottom-up linguistic policy essentially through translation and interpretation.

Pautadas na análise dialógica do discurso de Bakhtin e do círculo (2010, 2016), utilizamos a pesquisa bibliográfica exploratória e análise qualitativa. Para tanto, selecionamos documentos textuais e visuais no intuito de descrevê-los, analisá-los e compará-los. Constatamos que, apesar da política no Brasil garantir o acesso à s informações em Libras, isso ocorre de fato pela via da tradução proveniente das comunidades de surdos e de intérpretes. Esse fato escancara as desigualdades sociais, principalmente a linguística, considerando que a prevenção ao Covid-19 é a única saída no momento e a informação técnica de higienização e isolamento ou distanciamento social como também de recursos provindos do governo para a subsistência são veiculados majoritariamente pela língua portuguesa oral.
