Planos de mobilidade urbana: instrumento efetivo da política pública de mobilidade?

Resumo: The mobility plan is the main instrument of the mobility policy. According to the City’s Statute, all cities with more than five hundred thousand inhabitants must develop your plan. Within the federal law nº 12.587/2012, this legal obligation has changed. Nowadays, cities with more than twenty thousand inhabitants have to develop it. Despite that, since 2001 only 13 of the 36 cities had developed their plans. This paper aims to evaluate the effectiveness of those instruments and the relationship between them and the federal t investments. Also, some considerations are made, highlighting the challenge for the municipalities to deal with the subject.

O Estatuto da Cidade obriga o desenvolvimento desses planos para municípios acima de 500 mil habitantes. A partir da Lei nº 12.587/2012, a exigência passou a seguir os mesmos critérios usados para Planos Diretores Urbanos (municípios acima de 20 mil habitantes). Passados dez anos do Estatuto, observou-se, contudo, uma baixa execução nos municípios acima de 500 mil habitantes: apenas 13 dos 36 municípios alvo elaboraram planos de mobilidade.
