Working conditions and personal and professionalrepercussions upon those involved with stricto sensugraduate studies: review and future perspectives

Resumo: Despite criticism of the Capes system, there is no evidence of anything capable of threateningit. Research and various discussions show that, in spite of the disagreements on the subject,those who are involved in graduate courses do everything possible to re-enter the systemof remain in it. Losses have been perceived in the production and reporting of knowledge,and the living and work conditions of those involved in graduate courses. Nevertheless, itseems the evaluation and funding model, characterized more as a state than governmentalpolicy, has somehow begun to be considered natural, what has been assuring its continuance.This paper, in addition to addressing some of these issues, highlights advances resultingfrom the implementation of this system, as well as the intensification of undesirable factors,particularly in the Social and Human Sciences.

Evidencias de investigaciones confirman que, a pesar delas inconformidades, los involucrados con la pos-graduación (PG) hacen de todo para(re)ingresar o mantenerse en el Sistema. Asimismo, se constatan perjuicios en laproducción and socialización del conocimiento y en las condiciones de vida and trabajode los participantes en la PG. No obstante, una especie de naturalización parece estargarantizando el mantenimiento del sistema, caracterizado más como una política deestado que de gobierno. En este texto, además de analizar algunos de estos asuntos,destacamos los avances provenientes de la implementación de este sistema, asícomo profundizamos en los aspectos limitantes, en especial en las Ciencias Socialesy Humanas.Apesar das críticas ao sistema Capes, não se registram movimentos com potencialde abalá-lo. Manifestações diversas e pesquisa evidenciam que, a despeito de discor-dâncias, os envolvidos com a pós-graduação (PG) tudo fazem para (re)ingressar oumanter-se no sistema. Constatam-se prejuízos à produção e veiculação do conheci-mento e às condições de vida/trabalho daqueles que atuam na PG. No entanto, umaespécie de naturalização parece estar garantindo a manutenção do modelo deavaliação e financiamento, caracterizado mais como uma política de estado do quede governo.
