EVALUATION OF THE EFFICIENCY OF THE STUDENT SCHOLARSHIP PROGRAM OF A CAMPUS OF A BRAZILIAN FEDERAL UNIVERSITY

Resumo: The Brazilian Federal Constitution predicates equal conditions for access and permanence in school. The Higher Education History in Brazil is marked by social inequality. The program evaluation culture has been institutionalized in Brazil. This study evaluates the efficiency of the Student Aid Program of a Brazilian Federal University, through comparative studies of the academic coefficient and the permanence among students who are benefited by the program and those who are not. The social issue examined is the permanence of students in situations of socioeconomic vulnerability in higher education. In order to confront these issues, norms were edited, and actions were developed, including the Student Aid Program of this University. This is a case study in which data were collected from the Institution’s academic system and from the aid program. A system of indicators was built, completed by the effectiveness of the Student Aid Program. Results demonstrate higher academic grades from scholarship students compared to other students, as well as lower evasion rates for scholarship students regarding other students. La historia de la educación superior brasileña está marcada por la desigualdad social. La cultura de evaluación de programas viene se institucionalizando en Brasil. Esta investigación presenta una evaluación de la eficacia del programa de asistencia estudiantil en un campus de una universidad federal de Brasil, a través de estudios comparativos del coeficiente académico y de la permanencia de los estudiantes beneficiado del programa y de los no beneficiarios. El problema social que se presenta es la permanencia de los estudiantes en la vulnerabilidad socioeconómica en la educación superior. Y para su afrontamiento, normas fueran publicadas y medidas adoptadas, incluyendo el programa de asistencia estudiantil de esta universidad. Este es un estudio de caso, en el que se recoge datos del sistema académico y del programa de asistencia de la institución. Se construyó un sistema de indicadores, concluyendo por la efectividad del programa de asistencia estudiantil. Los resultados son la superioridad de los coeficientes académicos de los estudiantes beneficiados en relación a los no beneficiados, así como una tasa de abandono inferior en relación con otros estudiantes del campus. Evaluación de la Eficacia.A Constituição Federal prevê a igualdade de condições para o acesso e permanência na escola. A história da educação superior brasileira é marcada pela desigualdade social. A cultura de avaliação de programas vem se institucionalizando no Brasil. A presente pesquisa apresenta uma avaliação da eficácia do programa de auxílio estudantil em um câmpus de universidade federal brasileira, por meio de estudos comparativos do coeficiente acadêmico e da permanência entre os estudantes beneficiados pelo programa e os não-beneficiados. A questão social apresentada é a permanência dos estudantes em situação de vulnerabilidade socioeconômica no ensino superior. E para o seu enfrentamento, normas foram editadas e ações desenvolvidas, inclusive o programa de auxílio estudantil desta universidade. Trata-se de um estudo de caso, no qual foram coletados dados do sistema acadêmico da instituição e do programa de auxílio. Construiu-se um sistema de indicadores, concluído pela eficácia do programa de auxílio estudantil. Traz, como resultado, a superioridade dos coeficientes acadêmicos dos estudantes bolsistas em relação aos não bolsistas, bem como uma taxa de evasão inferior dos bolsistas em relação aos demais estudantes do câmpus.
