The implementation of the National Student Assistance Program in the Federal Institute of Pará in the period from 2012 to 2021

Resumo: The objective is to discuss the implementation of the National Student Assistance Program (PNAES) at Federal Institute of Pará (IFPA) in the period from 2012 to 2021. The approach is qualitative and quantitative, and it also used documental analysis in the light of historical-dialectical materialism, because the PNAES is inserted in struggles of and groups with different interests in the context of educational policies. It was identified the influence of student representation movements for the implementation of the program in Federal Institutions of Higher Education (IFES) and the incipient attention to Federal Institutes (IFs), in the context of PNAES. It influenced the institution in the search for guarantee, through institutional normative, to stablish and implement PNAES, in face of the resources allocated to it. At the IFPA, this institution movement and improvement of regulations and assistance for students was verified, at the same time of resources received, necessary for the implementation of the policy, did not keep up with the number of students in social vulnerability in the time frame of 2012 to 2021. In this way, it was possible to conclude the policy distances itself from the provided objectives for the permanence of students in social vulnerability, since there is a focus within the focus based on the criteria established for granting the permanence assistance.

Se utilizó un enfoque cuanti-cualitativo y el análisis documental en la perspectiva del materialismo histórico y dialéctico para comprender la política inserta en las luchas de clases y grupos con intereses distintos en el ámbito de las políticas educativas. Se identificó la influencia de los movimientos de representación estudiantil para la realización del programa en las instituciones federales de enseñanza (IFES) y la incipiente atención a los institutos federales (IFs) dentro del texto del PNAES, que influyó la institución en el movimiento de búsqueda de garantía, mediante la reglamentación institucional, para instituir e implementar el PNAES, en virtud de los recursos destinados para ello. En el IFPA, se constató este movimiento de la institución, y la mejora de las normas y ayudas para los estudiantes, a la vez que los recursos recibidos, necesarios para la aplicación de la política, no acompañaron la cantidad de estudiantes en vulnerabilidad social en el período de 2012 a 2021. Se concluye que la política se aleja de los objetivos previstos para la permanencia de estudiantes en situación de vulnerabilidad social, una vez que hay un enfoque dentro de otro enfoque a partir de los criterios establecidos para la concesión de la ayuda de permanencia.Objetiva-se discutir a implementação do Programa Nacional de Assistência Estudantil (PNAES) no âmbito do Instituto Federal do Pará (IFPA) no período de 2012 a 2021. Utiliza-se da abordagem qualiquantitativa e da análise documental à luz do materialismo histórico e dialético, pois o PNAES está inserido nas lutas de classes e grupos com interesses distintos no contexto das políticas educacionais. Identificam-se a influência dos movimentos de representação estudantil para a concretização do programa nas instituições federais de ensino superior (IFES) e a incipiente atenção aos institutos federais (IFs) dentro do texto do PNAES, o que influenciou a instituição no movimento de busca pela garantia, via normativas institucionais, para instituir e implementar o PNAES, em face dos recursos destinados a isso. No IFPA, constata-se esse movimento de instituição e aprimoramento das normativas e auxílios para os estudantes, ao mesmo tempo em que os recursos recebidos, necessários para a implementação da política, não acompanharam a quantidade de alunos em vulnerabilidade social no marco temporal de 2012 a 2021.
