Theories of labor market segmentation

Resumo: The article reviews the main versions of the theories of labor market segmentation developed in the 20th century, which are still valid. Originally they focused on showing the inadequacies of neoclassical theories according to which the agents operating in the market are homogeneous and the barriers to mobility come partly from the existing technical limitations to substitute labor for capital and to replace workers with different professional qualifications. Segmentation would then be produced by the temporary imperfection of the markets, without assigning responsibilities to the companies who generate the differentiation between internal and external, primary and secondary markets, to prevent profit rates from falling. The authors of these theories wrote when the Keynesian-Fordist mode of development was in force (1945-1974), but nowadays the precariousness of employment and the diversification of specific or particular forms of employment have given them new validity. Among the causes highlighted is the importance of institutions, employment policies and flexibilizing labor legislation.

En su origen se enfocaron en mostrar las insuficiencias de las teorías neoclásicas según las cuales los agentes que operan en el mercado son homogéneos y las barreras a la movilidad provienen en parte de las limitaciones técnicas existentes para sustituir trabajo por capital y reemplazar a trabajadores con diferentes calificaciones profesionales. La segmentación seria producida entonces por la imperfección temporaria de los mercados, sin asignar responsabili-dades a los empresarios que generan la diferenciación entre mercados internos y externos, primarios y secundarios, para evitar que caigan las tasas de ganancia. Los autores de estas teorías escribieron cuando estaba vigente el modo de desarrollo keynesiano-fordista (1945-1974), pero hoy en día la precarización del empleo y la diversificación de las formas especificas o particulares de empleo le han dado actualidad. Entre las causas señaladas figura la importancia de las instituciones, de las políticas de empleo y de la legislación del trabajo flexibilizadora.L'article passe en revue les principales versions de la théorie de la segmentation du marché du travail formulées au 20e siècle, qui sont toujours valables. À l'origine, elles s'attachaient à montrer les insuffisances des théories néoclassiques, selon lesquelles les agents opérant sur le marché sont homogènes et les barrières à la mobilité proviennent, en partie, des limitations techniques existantes pour substituer le travail au capital et pour substituer des travailleurs ayant des qualifications professionnelles différentes. La segmentation serait alors produite par l'imperfection temporaire des marchés, sans attribuer de responsabilité aux entreprises qui génèrent la différenciation entre marchés internes et externes, primaires et secondaires, pour éviter la baisse des taux de profit. Les auteurs de ces théories écrivaient à une époque où le mode de développement fordiste-keynésien était en vigueur (1945-1974), mais aujourd'hui la précarité de l'emploi et la diversification des formes d'emploi spécifiques ou particulières leur ont donné une nouvelle validité. Parmi les causes mises en évidence, l'importance des institutions, des politiques de l'emploi et de la flexibilisation de la législation du travail.O artigo revisa as principais versões da teoria da segmentação do mercado de trabalho formuladas no século XX e que permanecem tendo vigência. Originalmente, elas se concentravam em mostrar as inadequações das teorias neoclássicas, segundo as quais os agentes que operam no mercado são homogêneos e as barreiras à mobilidade provêm, em parte, das limitações técnicas existentes para substituir o trabalho pelo capital e para substituir trabalhadores com diferentes qualificações profissionais. Então, a segmentação seria produzida pela imperfeição temporária dos mercados, sem atribuir responsabilidades às empresas que geram a diferenciação entre os mercados interno e externo, primário e secundário, para evitar a queda das taxas de lucro. Os autores dessas teorias escreveram na época em que vigorava o modo de desenvolvimento fordista-keynesiano (1945-1974), mas atualmente a precariedade do emprego e a diversificação de formas específicas ou particulares de emprego deram a elas nova validade.
